CAR: Car, vehicle, motor that can travel, drive, move on a public highway, motorway, street, road etc.

1. What DOCUMENTS is a CAR manufacturer required to create or complete before or after manufacture of a CAR as required by LAW? Please give an EXAMPLE and where those DOCUMENTS are forwarded or kept if at all.

2. What DOCUMENTS is a CAR retailer required to create or complete before or after the delivery of the CAR from the CAR manufacturer as required by LAW? Please give an EXAMPLE and where those DOCUMENTS are forwarded or kept if at all.

3. What DOCUMENTS is a CAR retailer required to create or complete before or after a CAR is purchased by or delivered to the purchaser as required by LAW? Please give an EXAMPLE and where those DOCUMENTS are forwarded or kept if at all.

4. What DOCUMENTS is a GOVERNMENT BODY required to create or complete as required by LAW? Please give an EXAMPLE and where those DOCUMENTS are forwarded or kept if at all.

Thank you for your e-mail of 6 November requesting information on car
documentation. The Freedom of Information Act gives people a right to
access non-personal information held by public authorities. The Driver
and Vehicle Licensing Agency (DVLA) is the authority responsible for
maintaining a register of drivers, vehicles and their keepers. As your
request for information falls within DVLA’s day to day business, your
request is subsequently being treated as ‘Business as Usual’.

Firstly, it may be helpful if we explain that a vehicle should not be
used or kept on public roads until the vehicle licensing and
registration process has been completed unless the vehicle is in transit
to or from a pre arranged compulsory test.

In addition, all vehicles that are to be used on a public highway must
meet the Road Vehicles (Construction and Use) and Lighting Regulations
1986.

It is the primary responsibility of the DVLA to register vehicles in
accordance with the Vehicle Excise and Registration Act 1994 (VERA), as
amended. The Agency must be satisfied that a vehicle meets the
legislative requirements as detailed in VERA.

Under VERA the registration of a vehicle follows the issue of a vehicle
licence (tax disc) and it is at this stage that a vehicle is allocated a
registration mark. It is due to this requirement that applications to
license and register vehicles originating from outside of the UK are
subject to various mandatory checks.

These checks include an assessment of a vehicle’s documentation to
ensure compliance with the rigorous design and build standards necessary
for use on GB roads. Checks are also made regarding type approval, the
payment of appropriate taxes, newness and vehicle identity, which may
also include a physical inspection of the vehicle. Registration and
licensing will not take place unless the necessary documentation is
presented. These measures are in place to help combat vehicle crime.

The following is in reply to your specific questions:

Q1. Type approval is the process which ensures that vehicles, their
systems and components, meet the appropriate environmental and safety
standards.

Once type-approval has been awarded, the manufacturer will be solely
responsible for ensuring the conformity of production (COP) for the
period for which the approval is valid. The manufacturer will then be
able to issue a Certificate of Conformity for each vehicle of that type
which is produced.

Q2. The following original documents will need to be submitted to a
DVLA local office in order to complete the registration process:

Completed application form V55/4 (for new vehicles) or
V55/5 (for used vehicles).
A first registration fee
The required fee for the vehicle licence (tax disc)
A current British certificate of insurance
Foreign registration certificate or Certificate of export or dating
evidence from manufacturer
Evidence of Type Approval
The appropriate HM Revenue and Customs form required to register an
imported vehicle
A current British MOT test certificate (where a vehicle is three years
old or over from the date of registration in the country of origin or
date of manufacture whichever is older)
A declaration of newness V267 (if applicable)
Documentation confirming name and address in the UK.

Q3. Motor traders are required to notify the name and address of the
new keeper on the Vehicle Registration Certificate (V5C) immediately
following a sale or transfer of vehicles.

Q4. DVLA is required by law to issue Vehicle Registration Certificates
(V5C).

Q5. Documents should not be destroyed. Every registered keeper should
by law, be in receipt of a valid Vehicle Registration Certificate
(V5C).
