Capital spending map in Your Somerset

Dear Somerset County Council,

I notice that on pages 10 and 11 of the Spring 2013 edition of the Council's 'Your Somerset' newspaper there is a map showing areas where the Council spent capital monies in the last four years.

Please can you provide, for each figure shown on that map, a list of the projects which are included in the figure shown, and the amount spent on each project. Please also indicate the source of the money for each project - eg was it money from government, or money raised from selling surplus land, or from another source (please specify).

I note that the text on page 11 states that the map shows only £115m of the £271m spent since 2009. Please also provide equivalent information to that requested above for the remaining £156m.

I can confirm that we do hold the information that you are seeking and we

Our response is detailed in bold format underneath your request as

Your request

I note that the text on page 11 states that the map shows only £115m of

Our response

Please see attached excel spreadsheet which contains the information
requested.  Please note that the information provided is for planned
approvals given for work since 1 April 2009, they are not amounts spent in
the last 4 years as originally implied on the published version of the
map.  As a result some significant sums contained within the information
are yet to be spent and may not be spent for 2-3 years depending on the
nature of the project and the lead times involved.  This is in line with
the Council's governance protocols that require an approval to be in place
before any expenditure is committed (this includes design and other
professional fees).  It should also be noted that the allocation of
approvals to a project may change over time so that these figures may vary
from the point in time used as projects progress and circumstances change
e.g. actual tenders are received - this is perfectly normal.

Thank you for responding to my FOI request regarding the capital spending map printed in Your Somerset.

However I am finding the information provided pretty difficult to understand due to the extensive use of acronyms, abbreviations and truncation - and some items are so cryptic that I cannot even begin to guess what they mean (just two examples: "12EH03H63053 8407103 (Oare)" or "10C021T P3CC - Birchfield").

Are you able to provide a version of the data with more meaningful scheme descriptions?

Thank you very much for your follow up query. I am sorry that the data is not very easy to understand.

Unfortunately the information that we have provided to you was pulled together from various databases to form the totals for the map that was published in Your Somerset, and was never intended for external publication. To provide a more meaningful description of every project listed would require a significant amount of staff time and effort. As a result we are unable to provide you with a more detailed version because it would exceed the cost limit as defined under S12 which is an "Exemption where cost of compliance exceeds appropriate limit".

However, if you are able to highlight a few areas, where you would like to know more information about the project I will be happy to contact the service area to source the data that they hold. If this is acceptable could you please define what information you would like about the project?

Please do bear in mind that the more projects you list, it is possible that the cost limit could be exceeded.

Section 12 " Exemption where cost of compliance exceeds appropriate limit " states that

(1) Section 1 (1) does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit.

The appropriate limit is defined under section 3 of the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004, which states:

3.-(1) This regulation has effect to prescribe the appropriate limit referred to in section 9A(3) and (4) of the 1998 Act and the appropriate limit referred to in section 12(1) and (2) of the 2000 Act.

(2) In the case of a public authority which is listed in Part I of Schedule 1 to the 2000 Act, the appropriate limit is £600.

(3) In the case of any other public authority, the appropriate limit is £450.
