Freedom of Information Act 2000 – Request for Information
I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act 2000.
Please find herewith the following:
REQUEST:
1. Can you please specify the amount of capital spend there has
been on Spring Hill Library for each of the last five full financial
years?
2. For each year's capital spend can you specify the purpose
and use of that spend?
3. Can you confirm the sources of the funding and specify

RESPONSE:
1. Can you please specify the amount of capital spend there has
been on Spring Hill Library for each of the last five full financial
years?
Capital spend on Spring Hill Library for the last full five financial
years is a follows:
2013/14 - No capital spend.
2012/2013 – No capital spend.
2011/2012 - £150,000 via the Local Improvement Budget (Corporate Capital
Resources).
2010/2011 - £230,444 via the Corporate Capital Resources.
2009/2010 - No capital spend.
2. For each year's capital spend can you specify the purpose
and use of that spend?
2011/2012 - For internal decorations, refurbishment of the original
shelving, fitting of new blinds and converting the original entrance into
an interview room.
2010/2011 - £230,444 via the Corporate Capital Resources for the external
building envelope inclusive of replacement of the flat roof, replacement
of the roof and ridge tiles to the pitched roof, repairs to the rain water
goods, taking down and rebuilding the parapet wall, reinstatement of
mouldings, repairs to brickwork, replacing the skylights, replacement
structural steels and general removal of vegetation.
2008/09 - Emergency temporary structural repairs were carried
out to the roof, parapet walls and gallery window in the autumn of 2008 to
enable the library to remain open whilst funding for a
more permanent solution could be secured.
3. Can you confirm the sources of the funding and specify
whether any of that funding has been provided by a third party e.g.
Tesco's and if so upon what terms?
Although no funding was received from Tesco, there was a Development
Agreement by Tesco Store Ltd relating to the former Brookfield Precinct
site whereby as part of the construction of the new store they carried out
improvement works to the library which included installation of a lift,
creation of a new public entrance, resisting and refurbishment of original
counter and a glazed enclosed canopy which acts as a link to the library
and store. We were advised by Tesco that the works were estimated to have
cost circa £600k and were carried out by Tesco's contractor Bowmer and
Kirkland Ltd as part of their overall development of the new store
(attached revised planning approval)
