The following item appears on page 51 of "Book 2" - Item 00 Agenda to full Council 4th March, 2014 in respect of the "Regeneration & Economy" Capital Programme for accounting year 2014/2015:
"College relocation of parking costs - £220,000"
Can you please explain what this item represents, how this capital liability arose and why this apparent payment is to be made. Please confirm the exact detail of the recipient (assume Sandwell College but this is not specified in the above document).

The sale of the former Spon Lane car park to the College for the new
College building generated a capital receipt for the Council. It was
acknowledged at the time of the sale that works were required within West
Bromwich Town Centre on the development of new and improved car parking
provision and the capital receipt was therefore 'earmarked' to fund these
works. Not all of the car parking proposals have been implemented to date.
The capital funding in question is likely to be spent during 2014/15 as
further car parking comes on stream.
