Thank you for your request for information dated 18 November 2019 in which
you asked for details:

 

All capacity and architectural studies, financial appraisals and all
related documents on possible housing development and redevelopment at
Broadwater Farm, May 2018 to date.

Please accept my apologies for providing this response late.

 

Please find a link to a capacity study that was undertaken by KCA
architects ([1]https://www.haringey.gov.uk/housing/broa...). The
study was undertaken to inform the council on how much housing could be
re-provided in the event of Tangmere and/or Northolt being demolished. It
has been shared with the Broadwater Farm Resident’s Association and local
ward members. Since this study was undertaken the council has procured
architects to bring forward detailed proposals, a report on which was
presented and approved by Cabinet in December 2019. All future proposals
will be based on detailed resident and stakeholder consultation and will
be subject to further Cabinet approvals.

 

I can confirm that in addition to the above we hold a draft document
called Broadwater Farm Estates Options Assessment dated November 2018
however, this is not included in this response. The document sets out
financial modelling of the five sites included in the capacity study.
Section 43 (2) of the Freedom of Information Act allows us to withhold
information if to provide it would be likely to prejudice the commercial
interests of any person and it is in the public interest to withhold the
information. We think that to disclose the Broadwater Farm Estates Options
Assessment document would prejudice the commercial interests of the
Council as and when we enter into negotiations with potential contractors.
We do not believe it would be in the public interest for this information
to be placed in the public domain as it may have undue influence on future
discussions.

This is a qualified exemption and is therefore subject to the public
interest test. We believe this exemption applies because release of
information would reduce the ability of the Council to participate
competitively in commercial activities and increase the cost to the
Council in undertaking such projects. The information relates to the
procurement of existing and upcoming contracts and current prices in a
competitive market environment, and release of this information would be
prejudicial to the financial interests of both the Council and the
contractors concerned

 

The public interest arguments for releasing this information are as
follows:

o To encourage transparency in the Council’s decision making processes

o It allows transparency of decisions on how public funds are spent

 

The public interest arguments for withholding the information are as
follows:

o The Council’s position in future procurement negotiations may be
jeopardised if this information is released
o The Council’s position in negotiations with prospective contractors
will be jeopardised if this information is released

o It would have a detrimental impact on the Council’s ability to obtain
value for money

 

It is considered that the public interest in withholding the information
outweighs the public interest in disclosing it. Therefore this letter is a
refusal notice as required by the Freedom of Information Act. If you are
unhappy with how we have responded to your request you can ask us to
conduct an Internal Review or complaint about how your request was
handled. If so, please contact the Corporate Feedback Team as follows
