Information Request, Canal & River Trust

Dear Philip,

Further to your email asking for information about canal safety,
unfortunately I am rejecting your request because the cost of compliance
with the request would be over £450 in accordance with s.12 of the Act.
This is because we estimate that it would take us over 18 staff hours
(calculated at £25 per hour in accordance with ICO guidance) to determine
whether the information is held, locate the information, retrieve the
information and extract the information. The reason it would take this
long to answer your request in full is because it would take a manual
search of over 4000 records to identify which entries contain any
information about what a person was doing prior to the fall and what
caused the fall, whether there is any note of them needing any medical
attention and it would also take a significant amount of time to search
for any documents relating to renovation of the canal for the past five
years and plans going forward.

We would be able to provide you with some information that you have
requested within the relevant cost limit. We suggest that you refine your
request as follows:

1) How many people have been reported to have fallen into the canal
between 01.01.2010 and 01.10.2015?

2) If so, in which locations are people reported to have fallen in to the
canal?

3a) How many deaths have there been along the canal between 01.01.2010 and
01.10.2015?

3b) In which locations have people died along the canal between the
aforementioned dates?

6) A breakdown of the numbers of deaths by canals broken down canal by
canal of all canals in England and Wales and year by year from 01.01.2010
and 01.10.2015

Please note that the Canal & River Trust are not responsible for
determining the cause of death when fatalities occur. The coroner would
have held inquests in relation to these deaths and you may be able to ask
them for this information. We have therefore removed this question from
our suggested refinement of your request.

Please let us know whether you would like to refine your request, and if
so whether you would be content to be provided with the above information.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of this email and should be sent
by email to [email address] or by post to
Information Officer, Legal Department, Canal & River Trust, First Floor
North, Station House, 500 Elder Gate, Milton Keynes, MK9 1BB. Please
remember to quote the reference number above in any future communications.
You are also able to contact the Information Commissioner by telephoning
0303 123 1113 although please note they would usually expect you to have
gone through our internal review procedure before contacting them.

Kind regards,

Samantha
