Can you explain how the National Insurance system work on the outset

Dear Department for Work and Pensions,

I understand that the National Insurance Scheme was introduced in the 1940's and people began paying in so they could claim sickness benefit and a pension, but presumably when it started, there was no money in the fund to pay, did the government plough money into the fund to get it up and running or did the sick and those reaching pension age have to wait until there were adequate funds from those paying in?

Where can I find this information please...

Dear Ms. Baddams,

As advised in our response to you dated 21 May 2019 in relation to a number of your FOI requests, section 17(6) of the FOI Act states that there is no need for public authorities to issue a refusal notice if they have already given the same person a refusal notice for a vexatious request and it would be unreasonable to issue another one. We consider that this request meets those criteria and we will therefore not be providing a substantive response to it, or any further requests of the same nature.
