Can Immigrants on Visa or ILR make tax amendments?

The request was refused by Home Office.

Dear Home Office,

Can you provide recorded information that can confirm if people in the UK can make tax amendments without breaching any immigration rules or triggering ground for refusal such as 322 (5) or any other.

Are you able to split your response for people who are on:

a) Tier-2 Visa
b) PBS Dependent Visa
c) Indefinite Leave to Remain
