Can action be taken against the lgo for failing to protect vulnerable customers

What is the situation if a lgo representative has refused to uphold a complaint when training says it should have been ?

If a lgo representative forces a complainant to go to court when their is no way of doing so or is reasonable to expect them to do so due to mental health who is accountable .?
