Sorry Shazna, as your email system cannot seem to correctly handle requests from "WhatDoTheyKnow.com" i don't know if you got my previous email just now, so I'm directly replying to your own last email to me on this site. Heres the content my last email which is to be added to my request;

Dear Shazna Bibi,

Again it seems that you constantly ignore my requests and go over the statutory time given by the terms of the Freedom Of Information Act, without trying to contact me asking for more time, or asking me to revise my request or any other contact apart from the acknowledgment.

By the terms of the Act I have to remind you again that you are breaking statutory law by not responding, why would you hold a blatant disregard for the law in this way?

I expect nothing other than a full response without restrictions as asked for within my original request.

Dear Shazna Bibi,

Why are you ignoring my request, by law you should have responded within 20 working days. If you fail this and also fail to reply asking for more time, ask me to clarify my request or any other form of response within the 20 working day time frame, you are now breaching a law laid down by statute.

By law you must now respond in full, without any restriction to my request, you effectively lost the right to place restrictions by ignoring my simple request. It seems like the council does not want this tax-payer funded document and all of its iterations and revisions to be revealed to the public. Why is this?

Dear Jane L Jones,

If you re-read my emails for this request, I fully requested all iterations of this report. As its stamped "Final Report" then there were obviously other's produced by Campbell Tickell.

Why are you not addressing this in the appropriate way? It seems that Tower Hamlets council believes that as there is no real punishment for non-compliance, that you don't have to really follow the law. Why is this?

So at the time of my request, you state that they did not hold previous copies of the report, but do they now? or have they ever held them since?

If they have at any time since, then when exactly did they hold them?

If they have never held them then who does? And did you pay for these? And why was this called the final report?

The Council or Tower Hamlets Homes do not hold any other versions of the report. I understand there was a progress meeting to discuss the report during its authoring. The report itself was procured - there was no payment for 'interim' versions.

Since [according to the cabinet, that august body] there was a 'consultant' from Tickell Campbell in place for about three years, this report was a great deal more expensive and labour intensive than the £4000 odd [on the second attempt] that I've been quoted. Perhaps an audit of PC disks will reveal further iterations?
