I wish to make a Freedom of Information Act request for the release of all documentation presented to the Police Commissioner Sir Graham Bright relating to the purchase and development of the Cambridgeshire Constabulary Vehicle workshop as approved by the PCC in his decision ref. 2015 0026.
In addition to documentation provided to the Commisioner any additional documentation relating to the current costs of providing the services that the new workshop will provide, and the estimated costs after provision of the workshop. In effect the cost benefit analysis supporting this capital expenditure.

The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor.  Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.

 

Request

 

I wish to make a Freedom of Information Act request (1) for the release of
all documentation presented to the Police Commissioner Sir Graham Bright
relating to the purchase and development of the Cambridgeshire
Constabulary Vehicle workshop as approved by the PCC in his decision ref.

We have completed all searches within Cambridgeshire Constabulary and

Response

 

1. In respect of the vehicle workshop paper this information is already
published on the Cambridgeshire Police and Crime Commissioner website.

 

Decision

Pursuant to the provisions of Section 21 of the Freedom of Information Act
2000 (the Act) I have decided to refuse access to the information you have
requested.

 

Reason For Decision

Section 21 of the Act provides:

 

Information which is reasonably accessible to the applicant otherwise than
under section 1 is exempt information.

 

For the purposes of subsection (1), information which is held by a public
authority and does not fall within subsection (2)(b) is not to be regarded
as reasonably accessible to the applicant merely because the information
is available from the public authority itself on request, unless the
information is made available in accordance with the authority’s
publication scheme and any payment required is specified in, or determined
in accordance with, the scheme.

2. Unfortunately, we have been unable to locate any information to satisfy
your request, as we do not hold this information. The existing three
workshops are located within multi-building sites and the workshops are
not sub-metered.
