Cambridgeshire PPE breakdown for March 2020

Waiting for an internal review by Department of Health and Social Care of their handling of this request.

Dear Department of Health and Social Care,

In Cambridgeshire please provide a breakdown of who you supplied PPE to by date, the type of PPE it was (such as disposable aprons, disposable gloves, fluid resistant face masks, surgical mask with integrated visor, full face shield/visor) and the count of each of those items for the month of March 2020.

For example...

If however you haven't been keeping check then a copy of the dispatch/delivery notes would be sufficient. We assume you keep some kind of record of what you sent to where in case there are queries later.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department of Health and Social Care's handling of my FOI request 'Cambridgeshire PPE breakdown for March 2020'.

It is understood there may be a delay in providing this information due to Covid-19 but as there have been no changes to the time limits at which we can request an internal review it must therefore be entered today. The purpose of the internal review will be for you to look into when the information we requested will be supplied.

We have a record of your department denying a request to provide a breakdown of PPE you gave to England hospitals throughout March on cost grounds. https://www.whatdotheyknow.com/request/6...

It was therefore perfectly reasonable of us to create separate FoI PPE requests for each geographical area, as per your advice, so this would more likely fall within the cost limit. Your second rejection however failed to advise whether this was the case. https://www.whatdotheyknow.com/request/6... Furthermore it remains unclear whether you were rejecting the request dated 1st May 2020 or the amended version dated 4th May 2020 as you failed to include the request in your response.

Given the above it's obviously not in the spirit of the FoIA for you to maliciously group these requests en masse to exceed the cost limit so you can vexatiously reject them. You don't even stop at combining requests for one month. You go further and combine successive months in a pathetic attempt to get out of providing information for those periods too.

You state individual requests must be submitted at least 60 consecutive days apart. If we were to do that it would take a minimum of 2880 days (48 areas x 60 days) to obtain this information in England for each month. This means you expect us to wait a minimum of 7.8 years for each months' worth of information across England. It is clearly unworkable and and the creators of the Freedom of Information Act obviously did not intend for such an absurd outcome. You'll need to do much better than that.

If you fail to provide the information requested in the legal time frame we shall take the matter up with the Information Commissioner.
