Dear Richard

FREEDOM OF INFORMATION REQUEST REFERENCE NO: 0035/2013

I write in connection with your request for information which was received
by Cambridgeshire Constabulary on 10/01/2013

In relation to the Cambridgeshire Local Criminal Justice Board
    could you please release:

    1. The dates, times, locations of upcoming meetings along with any
    associated agenda and papers.
    2. A contact email address for the secretary of the board, or the
    board itself.
    3. The most recent minutes and agenda for the board held.

Further to my correspondence dated 07/02/2013

With regard to your Q1.  the Cambridgeshire Local Criminal Justice Board
meetings will all be held at 2pm at the CPS offices, Justinian House,
Huntingdon. These meetings are closed and not open to the general public.
(dates: 26/2,  30/4, 25/6, 10/9, 22/10, 17/12)

I regret to inform you that Cambridgeshire Constabulary have not been able
to complete its response to your request by the date originally stated.

The FOI Act obliges us to respond to requests promptly and in any case no
later than 20 working days after receiving your request. We must consider
firstly whether we can comply with Section 1 (1)(a) of the Act, which is
our duty to confirm or deny whether the information requested is held and
secondly we must comply with section 1(1)(b), which is the provision of
such information. However, when a qualified exemption applies either to
the confirmation or denial or the information provision and a public
interest test is engaged, the Act allows the time for response to be
longer than 20 working days, if the balance of such public interest is
undermined.

Under Section 1 (1)(a) of the Act, I can confirm that Cambridgeshire
Constabulary does hold all the documents which you have requested and they
are in unredacted form.

In this case we have not yet reached a decision on where the balance of
the public interest lies in respect of either of the above obligations. We
estimate that it will take an additional 20 working days or more (from the
07/02/2013 notice) to take a decision on where this balance lies.
Therefore, we plan to let you have a response by 7th March 2013 . If it
appears that it will take longer than this to reach a conclusion you will
be kept informed.

The specific exemption(s) which apply in relation to your request are :-

S21         Information which is already in the public domain. Where
minutes and agendas are already in the public domain, they will be classed
as exempt by virtue of this section of the Act.

S22         Where information has been scheduled for future disclosure,
this will be considered for exemption under this section of the Act. If
this exemption applies you will be notified when the documents are
published

S30        Investigations and proceedings conducted by the police.  Where
an ongoing investigation may be prejudiced by disclosure, consideration
will be given to where the public interest lies.

S31        Law enforcement.  This exemption may be applied to information
which relates to tactical capability and consideration will be given to
the effect disclosure may have.

S40        Personal Information of a third party.  Where such information
breaches any rights aforded to a person under the Data Protection Act, and
there is no overriding public interest, this may be exempt.

I can assure you that every effort will be made to ensure an appropriate
response will be made within this new timescale.

Your attention is drawn to the attached sheet which details your right of
complaint.

May I apologise for any inconvenience caused.  Should you wish to discuss
this matter please write or contact the Information Access Office on
telephone number 01480 456 111 Ext 2035 quoting the reference number
above.

Yours sincerely
