calculation of nett GWP incinerator Barry
Dear Natural Resources Body for Wales,
The Minister for Climate Control has advised that the nett GWP for the incinerator on Barry Docks is -32,644 (tonnes CO2 equivalent per annum).
On the debit side
CO2 emissions from the burning of the waste;
CO2 emissions from burning auxiliary or supplementary fuels;
CO2 emissions associated with electrical energy used;
N2O from the de-NOx process.
On the credit side;
CO2 saved from the export of electricity to the public supply by displacement of
burning of virgin fuels.
Please supply the documentation showing the calculations carried out by NRW to explain the figures produced on this subject and include all relevant correspondence/reports/minutes of meetings with the developers or on their behalf that may be relevant to the calculations. Also please ensure that you include the full details of what is meant on the credit side and confirm the range of alternatives considered.
As this information requested is clearly 'environmental' in nature this request is also made pursuant to the Environmental Information Regulations 2004. You will appreciate that this will cover any recorded information you hold that falls within the definition of ‘environmental information’. It is not limited to official documents or information you create – it can cover, for example, drafts, emails, notes, recordings of telephone conversations and CCTV recordings. if you incur expense in relation to this request please note that i am content to attend a public area (or an area where the public would be permitted on invitation) to work through the material as recommended as an alternative method under the Regs.

further to your request for clarification, i have copied to you the information sent to me by the Climate Change Minister who says she has relied on calculations given to her by NRW.
The relevant department must surely know what they have told the Minister. Having given you the actual terms found in the Minister's letter to me i rather assumed that NRW would instantly recognise the terms and be in a position to answe my query. If more is needed please let me know although i suspect i have given you everything i have. If NRW says it cannot answer the query i would appreciate confirmation that that is because there is no record of supplying the details to the Minister?

The response i have received because i chased for my reply suggests that my original request might now be put back to begin time running again. Please confirm this is a mere error in the process that NRW has setup and in fact my 'chasing' email will be dealt with immediately with NRW doing all it can to comply with the original request.

We appear to be stuck in a loop that fails to address the issue that NRW is not responding but might actually be taking advantage of being chased by putting things back even further.
i assume i will get another delaying response from NRW as soon as i post this. Please excuse the failure on my part to continue with your loop. Such failure should not be taken as an acceptance of this process.
