The CAF thresholds are defined at,

Following findings of the thresholds universal services are integrated to better meet the child's needs or specialist targeted services provided.

Please can you supply all information or documentation by which targeted services to the family can be identified in meeting the child's needs as evaluated at the CAF thresholds.

For your information, the purpose of this information is to give parents a better understanding of how their children's needs may be met and help them to identify local authority services to families that will support them in meeting those needs.

Dear Nick Humphreys,

I apologise for not making myself clear and thank you for this opportunity to clarify.

1) Following assessment, using initial/core assessments from the Framework for Assessment of Children in Need and their Families relevant services are provided to respond to the identified needs of the child, as described by the CAF thresholds, to support parents/carers in effectively undertaking their parenting roles.

2) There must be some operating documentation which specifies the match between identified needs and the services to be provided to support parents/carers in effectively undertaking their parenting roles in meeting their children's needs.

3) The services should be specified in that documentation for:
+) strengthening and supplementing parental capacities,
+) as the impairment of function that adversely affects the day to day activity of giving the care to the child it would be reasonable to expect a parent to give a similar child,
+) so that the child has the opportunity of achieving or maintaining a reasonable standard of health and development.

4) Firstly, I would like to request this documentation so that parents and carers can be assisted in making their own plans for safeguarding and promoting the welfare of their children in the way described by Recommendation 1 of the Munro Review of Child Protection (Final Report 3.8 – 3.18 at http://www.education.gov.uk/munroreview/...).

5) Secondly, I would like to request the operating documentation describing the processes for outcome evaluation and the validated measurement tools which are applied, such as those described in Appendix 2 of Preventing Child Maltreatment : a guide to taking action and generating evidence (WHO at,http://whqlibdoc.who.int/publications/20...)

6) The process is part of an Assertive Outreach methodology or Evidence Based Practice in determining if appropriate services have been provided in supporting parents/carers to effectively undertake their parenting roles and ultimately whether the child’s wellbeing is optimal. 7) My intention is to :
+) alleviate the burden on the local authority,
+) open up access to care services,
+) make delivery of care services fully accountable to the service user,
+) ensure that there is no discrimination in the provision of care services, especially by gender, and

Dear Sunderland City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Sunderland City Council's handling of my FOI request 'CAF Threshold Service Map'.

Your response states,

"....The professionals in the panel, in conjunction with referrer requests, identify the services required on a case-by- case basis. "

The information that I am seeking is how do they "identify the services required". Otherwise,

how can a service user, as a referrer, make requests if they do not know what to request?

How can a service user reassure themselves that the correct services have been identified?

How can there be any accountability for the efficacy, let alone efficiency, of public service delivery?

If the outcome of the identified service is unsatisfactory then what documentation is updated to guide future decision making, the essence of the learning culture promoted by Professor Munro's recommendations for reforming social work.

There must surely be some form of reference documentation that guides the identification of services.
