Dear Civil Aviation Authority, the following FoI request was made to the Cabinet Office, who have referred me to you:

Please provide or direct me to, the full contact details of the government department that has oversight or regulatory authority over the seeding of the atmosphere within UK airspace by commercial aircraft, generally known as Chemtrails.

Be aware, I am not seeking information related to persistent condensation, know as Contrails.
My request refers to the injection of finely divided metallic aerosol compounds injected into the jetpipes of aircraft gas turbines as part of a geo-engineering project of dubious purpose.

As with all my requests I remind you of your obligation to the Nolan Principles when responding.

Dear FOI Requests, thank you for your respnse, however I find it entirely irrelevant to my request. I am well aware of the methodology of spray methodology of this type as I worked on such projects at NGTE and RAE in the 60's & 70's.

Your attitude in this matter gives rise to the suspicion that you ignore the obligation to the Nolan Principles.

I believe that the CAA are actually abiding by the Nolan Principles to which you seem to cling so dearly:

Selflessness: the CAA here are acting solely in the public interest by not providing a response to a request that is not based on any actual information that the authority holds

Integrity: they are quite obviously acting with integrity

Objectivity: the CAA here are clearly not displaying any bias, they are presenting the evidence as they have it, any request further than this is asking them to forego their objectivity

Accountability: the CAA have detailed the appeal route to be followed in the event you are dissatisfied with their response, ultimately allowing them to be accountable for their response

Openness: the CAA have delivered a substantive response to the request based on the evidence held, and have done so in a public way by publishing it on a web page which is openly visible

Honesty: the CAA have been honest in their approach, relying only on the evidence that they have to formulate a response to this request, forcing them into creating a response without the correct evidence would be a violation of this principle

Leadership isn't really relevant here

In short, it's people like you that give fair and honest requesters that are genuinly after important information a bad name. Please understand that it is a privilege to be able to request information, and for public bodies to respond. Dork.

I am personally quite happy with how the CAA handled this, all things considered they could have just refused this for being frivolous.

It really isn't their job to debunk conspiracies
