C-Nomis requirements specification

Dear Ministry of Justice,
Since the early part of the last decade an IT system variously known as NOMIS or C-NOMIS has been under development. It deals with offender management and has been the subject of considerable criticism. I would be grateful for a copy of the requirements specification given to the developers who I believe were EDS. Such a requirements specification will contain a description of all the functional requirements of the system together with constraints and non-functional requirements.

SUBJECT: Freedom of Information Request

for a copy of the requirements of NOMIS or C-NOMIS under the Freedom of
Information Act 2000 (FOIA) from the Ministry of Justice (MoJ).

will write to you with their decision by this date.

The FOIA does provide a number of exemptions. A qualified exemption

Dear Napenas, Kim,

Thank you for the prompt reply. Unfortunately what you have sent me is the PRIME requirements specification which is a system for offendor management in prisons. This morphed into C-NOMIS after it was decided to include probation office functionality and rename the project C-NOMIS. The document that you sent me does not contain anything to do with the probation office, the one which you should have sent should contain the PRIME functiolity plus probation functionality and should have been renamed C-NOMIS. I would be grateful for an internal review.
