Given that you are making legal determination please could you forward your bar number as it is a criminal offence to make legal determination without qualification to do so.
Bar number is needed under s18 of th eSolicitors Act to indemnify any counter actions I may choose to bring against the parties that are the agents or otherwise by vecarious liability for any future subpoena.

Failure to provide this will be an admitance of misrepresentation in office

I refer to your request for information received on 29/12/2014. Please
see the information below in response to your request: -

By what authority Wandsworth Borough Council prints and issues summonses
and liability orders for Council Tax proceedings in the court of law?

The Council Tax service advises that your specific enquiry has previously
been addressed as part of a statutory process, and so you are essentially
repeating a request for information which has already been provided to
you. This and many other enquiries have been repeatedly addressed for you
during the course of your lengthy engagement with the Council Tax service;
however it would not be appropriate to elaborate on the context as part of
a response issued under the Freedom of Information Act (FOI), especially
as you are using an online request facility (‘whatdotheyknow’) which
places both your request and the Council’s response in the public domain.
To provide further contextual detail under FOI would breach the principles
of the Data Protection Act 1998 by placing your own personal data in the
public domain.

In the above circumstances the Council relies on section 14(1) of the
Freedom of Information Act in order to deem your request vexatious on the
basis that you are seeking information for which you are already aware
there is a formal record of this having previously been provided to you.
Furthermore it is the Council’s strong belief that your sole purpose in
repeating a request for this information is inextricably linked to matters
which have already been considered and determined through appropriate
legal channels.

Dear Mr Popovic,

 

Please find attached copies of correspondence relating to the information
request to which you refer. The Council responded to this request on 15th
January 2015, deeming it to be vexatious on the basis that it was a repeat
request for information which had already been provided to you as part of
another statutory process relating to your personal circumstances. You
replied to the Council’s response later the same day; however, when the
Council indicated that your reply would be taken as a complaint about the
response, you stated by email on 19^th January 2015 that your reply to the
Council’s response “was not a complaint about the response”, and that “any
further response from you will require a sworn affidavit”.

 

The response issued to you on 15^th January 2015 provided details of the
process for requesting an internal review of the Council’s response, and
also contact details for the Information Commissioner’s Office; however,
in accordance with your email of 19^th January 2015 the Council did not
undertake an internal review and has not subsequently received any request
from you to do so during the last 18 months.

 

In the circumstances I can advise you that the Council’s position has not
changed with regard to the fact that your request was vexatious as it was
seeking information previously provided to you as part of another
statutory process, and that the Council has no intention of undertaking an
internal review after such a substantive lapse of time. You are at liberty
to contact the Information Commissioner if you wish to do so, and the
Council will of course cooperate with any enquiries by the Information
Commissioner’s Office should they decide to investigate.

 

I do not intend to respond to your other points as they are similarly
vexatious and part of an on-going attempt by you to to re-engage the
Council over matters which have already been considered and determined
through appropriate legal channels.

If your not satisfied with the response that you got due to abrogations of responsibility by obfuscation, I suggest you take them to the public standards authority www.professionalstandards.org.UK or apply to the High Court for a writ of continuous mandamus. I think some of them forget they are elected by the Public as Public Servants paid for by Public money and accountable to the Public, anything less would be a breach of Trustee office and providing services not in good faith! Since when does The Servant' tell 'The Master' what to do? Especially as their mandate is to manage the property of the Estate-in- Trust, whilst never beimg granted the administration of the people! some of them are clearly suffering from delusional egos! p.s. A council is not authorised to collect taxes! I suggest you start investigating 151 Officers.

Thank you for your email of 7 November.

On 3 June 2016, Andrew Swan informed you that he did not intend to respond further on this matter and referred to your right to contact the Information Commissioner's Office if you so wish. On 5 August he informed you that the Council's position had not changed since his June email. You have now contacted us again.

I can only reiterate that the Council's position remains unchanged, and will not enter into any further correspondence on the matter.
