Dear Warwickshire County Council,

Please provide details of all expenditure on entries to awards over the last five years. Please separately detail any expenditure on any services aimed at improving the likelihood of winning an award, including but not limited to copy writing and editing services. In all cases please state the name of the organisation, the award entry being submitted, and the cost of each transaction. Please provide details of the outcome of each entry.

Please also state the nature of the relationship between Warwickshire County Council and David Whitehouse of Award Wizard. Please provide any details of any permission that Mr Whitehouse has sought for running Award Wizard alongside his employment, and details of any consideration that this request may have been subject to and its outcome. Please provide details of any payments to Award Wizard, or to David Whitehouse outside of his employment. Please provide a list of all award ceremonies that David Whitehouse or Award Wizard has attended for or on behalf of, or at the invitation of Warwickshire County Council, stating in each case the capacity in which they attended.

Freedom of Information Act 2000
 
Finding, retrieving and preparing information takes employees’ time
consequently we are allowed to consider costs. If based upon an hourly
rate of £25 the cost exceeds the ‘appropriate limit’ then the public
authority can refuse to fulfill the request. For Local Authorities the
‘appropriate limit’ is set at £450 (which equates to 18 hours).
 
Thus we are refusing to supply the information. In not supplying the
information the Council is relying upon exemption – Section 12(1) of the
Freedom of Information Act 2000 which provides an exemption in so far as
the Council is not obliged to comply with a request for information if the
Council estimates that the cost of complying would exceed the appropriate
limit.

We can however confirm that we do not have a supplier on our Finance
system in the name of David Whitehouse nor Award Wizard who provides the
services you have mentioned in your request.
 
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:
