Freedom of Information, Mid Sussex District Council

Dear Mr Thackeray,

thank you for your request for information regarding business rates for Saint Hill Manor. We have consulted with our Revenues section who have provided the following information.

Saint Hill Manor does not receive any reduction in their rates but we believe some other authorities have classed them as a charity and as such they perhaps have received up to an 80% reduction in business rates in these areas (reduction of 80% would only apply to business rates only not Council Tax if granted charitable relief).

All business rates are reviewed every five years. If, for some reason, the amount they pay increases or decreases by a large amount then they are eligible for something called Transitional Rate Relief, which is a central government initiative that only applies in England, and the Non Domestic Rates system automatically works out the payments if this applies. Please see http://www.2010.voa.gov.uk/rli/static/He... at the Valuation Office for further details of this scheme. This allows a business to gradually work their way up to full payments or down to lower payments if the amount has decreased.

In the last ten years, Saint Hill Manor had a Transitional Rate Relief applied in April 2005 when their rates were increased by a large amount. However, they appealed against their rateable value and as this was subesequently reduced, they lost the Transitional Rate relief and had to pay it back later that year.

Apart from the brief Transitional Rate Relief that was applied, Saint Hill Manor has not and does not, attract any other form of rate relief.

If for whatever reason you are unhappy with our response you are entitled to pursue any dissatisfaction, in the first instance, through the Council's Complaints Procedure, in writing to Jo Carr, Customer Services and Communications Business Unit Leader, Mid Sussex District Council, Oaklands, Oaklands Road, Haywards Heath, West Sussex, RH16 1SS or via the website at http://www.midsussex.gov.uk/page.cfm?pag...

If you still remain dissatisfied with the response you can complain to the Information Commissioner - details available at: https://www.ico.gov.uk/Global/contact_us...

Thank you, that's very useful.

Have the property owners applied for mandatory relief (and been rejected), or have they not applied?

William Thackeray
