Please can you provide me with the following information under the Freedom Of Information Act 2000 in an excel format:-

(a) List all non-domestic properties and their addresses.
(b) The names of the Rate payers referred to above for each property (excluding all the personal information).
(c) The billing authority reference number for each property (Not the account number) OR where possible, the UARN (Unique Authority Reference Number)
(d) The date the rate payer became liable for the bill
(e) Details of what reliefs, if any, the rate payer receives (Mandatory, Discretionary, Exempt)
(f) The rateable value for 2010 and where possible the draft 2017 rateable value

Can you also please make sure this information is as up-to-date as possible at the time of receiving the request.

This request is not onerous nor exempt as it was previously requested in February 2017. I however am seeking the same information as of today’s date.

I am writing to confirm that Middlesbrough Council has now completed its
search for the information you requested on 14^th August 2018, in relation
to Business Rates.  Your request has been considered in accordance with
the requirements of the Freedom of Information Act. Please accept my
sincere apologies for the delay in responding to your request.

 

In your request you asked for the following information:

 

(a) List all non-domestic properties and their addresses.

Response:

 

Under Section 21 of the Freedom of Information Act, we are not required to
provide information, which is already reasonably accessible to you.  The
information you requested is available from the Council’s website

Please note that the names of sole traders/partnerships are not published
on the basis of section 40(2) of FOIA.  We consider this information to be
third party personal information.

 

In relation to question f), due to a change in information management
system, the rateable values for 2010 are not readily available.  In order
to retrieve the information relating to 2010, it would require an
extensive piece of work to be undertaken.

 

Section 12 of the Freedom of Information Act allows public authorities to
refuse to answer requests for information if the cost of complying would
exceed the "appropriate limit" prescribed in the Regulations. The
appropriate limit as set out in the Act is £450 (an hourly rate of £25 per
person per hour for a maximum of 18 hours in total).

 

To fully comply with your request we have determined that the appropriate
fees limit of £450 would be exceeded as per section 12 of the Freedom of
Information Act, and the Council is therefore exempted from providing the
information that you have requested.

 

Under Section 16 of the Freedom of information Act we do have a duty to
advise and assist however, the Council does not have the available
resources to undertake the work even for a fee.
