Business Rates levied on vacant properties in Llangollen
Dear Sirs,
There are numerous vacant commercial properties which have remained vacant and unused for numerous years eg the Old Job Centre on Castle Street, Upper Dee Mill on Mill Street, Rehoboth Chapel on Hall Street, Old Brewery on the A5, The Old Egg Packing Station and adjoining properties on Market Street/Berwyn Street(A5) etc.
Please advise if Business Rates have and are been levied on these and other vacant properties in Llangollen and if not please provide an explanation why such rates are not being levied as an incentive for the owner to bring them back into beneficial use?

Thank you for your initial reply to my query about vacant properties in Llangollen and payment of Business Rates(NNDR).
I am afraid I am unable to print out the spreadsheet provided in a legible form and would be grateful if you could provide an easily readable schedule in paper form to my home address?
Could you also provide an explanation of the relevant codes on the spreadsheet so I can understand which properties are in fact currently paying Business Rates?
I also notice that the Former Job Centre on Castle Street is not included on your list, so please provide confirmation who is actually paying NNDR ie. is it the owner or a leaseholder originally understood to be the PSA which may now be the Department of Work and Pensions?

Thank you for your email. The spreadsheet is a standard Revenues report which happens to contain all the information you requested. We do not feel it would be reasonable to expect us to manipulate the data further under Freedom of Information legislation. We believe that you will be able to sort and print the information yourself - perhaps by copying the columns that you find the most relevant to a Word document. We are also unable to provide a printed version of the spreadsheet - the size of the spreadsheet dictates that it would not be reasonable, under the legislation, to be expected to provide a hard copy. I should add that all my correspondence is being sent digitally at present owing to the pandemic. The exemption codes are present on the spreadsheet, but to assist I have copied them on to the spreadsheet from the dropdown list to make them more accessible.
Finally I can confirm that our records show that the former Job Centre is not empty and it is therefore not listed in this spreadsheet. The owner is not listed on our records as a company and I am therefore unable to provide the details of the person/s paying NNDR. The information is withheld under Section 40 (2) of the Freedom of Information Act 2000 (third party personal data).
