We're waiting for Gem Layland to read recent responses and update the status.

Dear Wycombe District Council,

Please can you provide me with the following information under the
Freedom Of Information Act 2000 in an excel format:-

(a) List all non-domestic properties and their addresses.
(b) The names of the Rate payers referred to above for each
property (excluding all the personal information).
(c) The billing authority reference number for each property (Not
the account number).
(d) The date the rate payer became liable for the bill
(e) Details of what reliefs, if any, the rate payer receives (Mandatory, Discretionary, Exempt)
(f) The rateable value for 2010
(g) The rateable value for 2017
(h) If occupied or vacant
(i) Date of occupancy / vacancy

Can you also please make sure this information is as up-to-date as possible at the time of receiving the request.

Dear Ms Layland

I am writing in connection with your request for information under the
Freedom of Information Act 2000 for information relating to business rate
information, which I received on 18 April 2017.  This request has been
handled under the Freedom of Information Act 2000.

Under section 21 of the Act, we are not required to provide information in
response to a request if it is already reasonably accessible to you. I
believe some of the information you requested is available on

We try to update these lists every 6 months and aim to have the new data
on our web site at the end of April.  We wilI not produce additional data
with regard to this type of information as it does not appear to have any
public purpose and is clearly commercially motivated.  Without clear
public interest Councils are able to consider commercial requests
vexatious in line with the Upper Tribunal ruling recently upheld by the
Court of Appeal.

In this judgement Judge Wikeley indicates in para 35 & 38 that improper
use of FOIA [such as no public interest] is a valid consideration to make
when considering if a request is vexatious.  Using FOI to gain a
commercial advantage can be included within this definition.  As
explained, the Council makes a lot of information in relation to business
rates available on our website and we consider any additional time spent
on preparing additional information on this subject matter vexatious as it
causes undue and disproportionate burden on the scarce public resources of
the Council.
 
Of course a public body is not always aware of some wider public interests
in a particular area in respect of some requests. If you disagree with the
Council's initial assessment of your request please restate the
information that you wish to be considered for disclosure and, as there
does not appear to be any clear public purpose, why you consider
publication through FOI is in the public interest as opposed to a purely
commercial purpose.
