Dear Wellingborough Borough Council,

I understand that your council regularly publishes information on business/non-domestic rated properties, However recent datasets do not confirm whether properties in your area are subject to Retail Relief/Discount.
We therefore request a list detailing all current Rateable Value assessments and which accounts are, and which are not, subject to some form rate relief (eg. Small Business Rate Relief (SBRR), charitable, empty relief, retail relief). Please include the following columns insofar as possible.
• Full Postal Address
• Rating Description (e.g. offices, workshop etc.)
• Correspondence Address (if different from Full Postal Address)
• Account Name
• Account No./Ref.
• Property Ref
• RV 2017
• RV 2010
• SBRR (discount, not multiplier) – yes or no
• Retail Relief/Discount – yes or no
• Vacant – yes or no
• Other relief (e.g. charity, hardship, rural, community & amateur sports clubs etc.) – yes or no
• Current liability start date

Yours faithfully,

Tom Snowdon

Lucy DaSantos, Wellingborough Borough Council

Dear Tom

Thank you for your email of 17 December 2019; and please accept our
apologies for the delay in response.

In relation to your request for information regarding business rates, the
Borough Council of Wellingborough confirms that this information is held.

However, this information is temporarily inaccessible.

The data sets are published online each month and are listed here:

[1]http://www.wellingborough.gov.uk/downloa...

Our intention is for the next set to be published online at the end of
this financial year and to be updated each month from then on. Please note
the credits shown include all written back figures. Due to the number of
Freedom of Information requests we have had, the decision was made to
reverse the write backs made and include them on accounts. Please note the
majority have now already been refunded.

To provide some further background, the Borough Council of Wellingborough
has a shared IT service with East Northamptonshire Council; and as such we
moved onto the same datacentre as them last year. This has placed
restrictions on us being able to access our reporting tool necessary to
extract the requested information. However, new software is set to be
released in order to rectify this; and once implemented we will again be
able to extract this data with relative ease. As mentioned, our hope is
that this software will be launched by the end of this financial year.

As such, the Borough Council of Wellingborough is on this occasion
engaging Section 22 of the Freedom of Information Act: information
intended for future publication. We regret to advise that unfortunately
without this software, there is simply no other way of extracting the
requested data.

I am sorry to have to advise of this; and for any subsequent inconvenience
that may have been caused.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original correspondence and should be addressed to:
[2][Wellingborough Borough Council request email]

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
5AF or at [3]www.ico.org.uk

Kind Regards
