Business Rates Assessments and Reliefs

Response to this request is long overdue. By law, under all circumstances, Spelthorne Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Spelthorne Borough Council,

I understand that your council has published information on business/non-domestic rated properties in the past, However the most recent dataset I could find when checking recently was from 2017.
We therefore request a list detailing all current Rateable Value assessments and which accounts are, and which are not, subject to some form rate relief (eg. Small Business Rate Relief (SBRR), charitable, empty relief, retail relief). Please include the following columns insofar as possible.
• Full Postal Address
• Rating Description (e.g. offices, workshop etc.)
• Correspondence Address (if different from Full Postal Address)
• Account Name
• Account No./Ref.
• Property Ref
• RV 2017
• RV 2010
• SBRR (discount, not multiplier) – yes or no
• Retail Relief/Discount – yes or no
• Vacant – yes or no
• Other relief (e.g. charity, hardship, rural, community & amateur sports clubs etc.) – yes or no
• Current liability start date

Yours faithfully,

Tom Snowdon

Dear Customer Services,

Thank you for your reply. Unfortunately, it is not clear from the data which properties are subject to the retail relief/discount which has been available on properties since 1 April 2019. It is essential for the purpose of this particular request that we are aware of whether or not properties are subject to retail relief/discount or not.

If it is easier for you, instead of producing an entirely new spreadsheet could you provide a simple list of all accounts with retail relief that I can cross reference with the existing data myself?

Yours sincerely,

Tom Snowdon
