Business Rates Assessments and Reliefs

The request was successful.

Dear Basingstoke and Deane Borough Council,

I understand that your council regularly publishes information on business/non-domestic rated properties, However recent datasets do not confirm whether properties in your area are subject to Retail Relief/Discount.
We therefore request a list detailing all current Rateable Value assessments and which accounts are, and which are not, subject to some form rate relief (eg. Small Business Rate Relief (SBRR), charitable, empty relief, retail relief). Please include the following columns insofar as possible.
• Full Postal Address
• Rating Description (e.g. offices, workshop etc.)
• Correspondence Address (if different from Full Postal Address)
• Account Name
• Account No./Ref.
• Property Ref
• RV 2017
• RV 2010
• SBRR (discount, not multiplier) – yes or no
• Retail Relief/Discount – yes or no
• Vacant – yes or no
• Other relief (e.g. charity, hardship, rural, community & amateur sports clubs etc.) – yes or no
• Current liability start date

Yours faithfully,

Tom Snowdon

Dear Freedom of Information,

Many thanks for your reply, however, as my request outlined I was already aware that you publish business rates information online, but the datasets available do not confirm which properties have retail relief or not.

To the best of your knowledge, will the update in October include properties with retail relief? Or is it possible for you to provide a dataset of properties with the retail relief which I can cross-reference to your existing datasets?

Yours sincerely,

Tom Snowdon

Dear Tom Snowdon,

The reliefs are detailed in the columns on the spreadsheets on the
website.

Information on business rates reliefs are also available on the FOI
disclosure log.

[1]https://www.basingstoke.gov.uk/rte.aspx?...

You can also search the disclosure log with ‘retail’, ‘reliefs’ and
‘business rates’. This will draw up additional results on retail relief.

As the information is reasonably accessible on the council’s website,
disclosure in response to your request is exempt under Section 21 of the
Freedom of Information Act.

Dear Sarah

I will shortly be changing the status of this request to reflect that all the information I requested has been provided by your council, however I do wish to raise some feedback to your council regarding the handling of my request and your open data/FOI disclosure scheme.

While I was ultimately able to access the information requested it was, at times, frustratingly difficult to navigate through the open data page to try and locate all of the information I required, also necessitating a back and forth by email in order to collate the information from various spreadsheets.

Yours sincerely,

Tom Snowdon
