(a) List all non-domestic properties and their addresses.
(b) The names of the Rate payers referred to above for each
property (excluding all the personal information).
(c) The billing authority reference number for each property (Not
the account number).
(d) The date the rate payer became liable for the bill
(e) Details of what reliefs, if any, the rate payer receives (Mandatory, Discretionary, Exempt)

Can you also please make sure this information is as up-to-date as possible at the time of receiving the request

I have been attempting to access this information but have found it impossible due to its format in a text document. How do I access the information?

Just remove the .txt when you save the file

Dear Freedom Of Information,

Sorry it has taken me some time to get to this - while checking the file I received, I have noticed a large number of the billing authority reference numbers have been truncated to scientific format - e.g. "1.60042E+11". When the file is saved as a csv, this causes a property reference that should be "160041602555" to display as "16004200000", as well as any other similar references, making them non-unique. This obviously eliminates the point of property reference numbers. If possible, could you please send me this information again as a .xlsx file, or alternately, send the same information but with the UPRN/UARN (Unique Reference Number) instead of the BA reference, as that number shouldn't be as long and shouldn't cause these issues.
