Could you please provide me with the following information under the Freedom of Information Act 2000:

1. The addresses and rateable value of vacant commercial warehouses with a current rateable value of up to £1,000,000 within the Brighton and Hove City Council area including class of use and permitted changes.

2. The names and addresses of the organizations or companies responsible for paying business rates at those premises.
