Dear West Berkshire Council,

Please can you provide me with the following information under the
Freedom Of Information Act 2000:-

(a) List all Commercial properties and their addresses with a rateable value of £12,000 and greater and state whether the account is live.
(b) The names and addresses of the Rate payers referred to above
for each property and their correspondence address (if different
from the property address)
(c) The billing authority reference for each property
(d) The current liability payable for the year 2013/14.
(e) The date the rateable occupier first became liable for the
business rates
(f) Please also state which hereditament is currently receiving
I. Charitable rate relief (mandatory rate relief)
II. Discretionary rate relief
III. Empty property rate relief
IV. Listed building exemption

Dear Ms Stone,

Request for information: Commercial properties with a rateable value above £12000

It has proved impossible, because of the personal data which must be removed manually, to carry out the work involved in producing a list of live business rates within the appropriate limit (18 hours), and this would normally lead to a refusal of this request under S12 of the Freedom of Information Act 2000. However, because we wish to place a copy of this information on the Council’s website and update this annually, we are currently creating a list of all business rates payers, which will then be published. This will contain information on business rates payers of all rateable values, from which you can extract the information you are requesting. The information will be produced in Excel for ease of re-use.

The request therefore falls within the provisions of S22 (information intended for future publication) of the Freedom of Information act 2000, and a copy of the exemption is attached, but we do hope to produce this within the next week and I will notify you as soon as it is published.

Please note that we are unable to provide the current liability as this would have taken considerably more time (and the time taken to produce the information already exceeded the appropriate limit and therefore fell outwith the provisions of the Freedom of Information Act 2000).
