Good afternoon
At present we have no access to this information as many of the Comhairle's systems are still unavailable due to the cyber attack.
On 7 November 2023, the Comhairle was affected by a criminal cyber Incident. Police Scotland, the Scottish Government, the National Cyber Security Centre and others are working with the Comhairle in response to this event.
As a result of the incident, many of the Comhairle’s systems and databases are currently unavailable, and that includes the information that you have requested. The Comhairle has taken advice from the Scottish Information Commissioner about how it should appropriately respond to freedom of information requests in these circumstances. As the Comhairle cannot currently access the requested information, the response to your request is that under section 17(1) of the Freedom of Information (Scotland) Act 2002 the Comhairle does not hold the information.
The Comhairle must, as far as it is reasonable to expect it to do so, provide advice and assistance to people making requests. The best advice that the Comhairle can give at present is that you should consider resubmitting your request in 6 months’ time, at which point the Comhairle might be in a position to provide some or all of the requested information to you.
We appreciate your patience and understanding.
If you are dissatisfied with the way in which the Comhairle has dealt with your request, you may require the Comhairle to review its actions and decisions relating to it. You have 40 working days from the date of receipt of this response to lodge a requirement for review. A requirement for review must be in writing, specify the original request and explain why you are dissatisfied. A requirement for review should be sent to the Head of Law & Governance, Comhairle nan Eilean Siar, Council Offices, Sandwick Road, Stornoway, Isle of Lewis HS1 2BW ([email address]). It will be processed promptly and in any event within 20 working days of receipt.
