Business case for the Enviro 21 business park in Hastings.

Hastings Borough Council did not have the information requested.

Dear Hastings Borough Council,

I would like to see the business case (including the benefit:cost ratio calculation) for the Enviro 21 business park in Hastings. It was funded by SEEDA, which I appreciate no longer exists,but I have tried already to get the information from two other sources.

First I tried the Department of Business, Innovation and Skills, who told me they didn't hold it but that the Homes and Communities Agency might be able to provide it.

The Homes and Communities Agency said they did not have the information, but said:

'Assets within Hastings and Bexhill Renaissance Ltd (HBRL) or associated Special Purpose Vehicles remained insitu with the intention that partners would continue with the regeneration of the area. The key partner was Hastings Borough Council and they may hold information or know how to access it within the current delivery arrangements'.

HBRL (SeaSpace) is not subject to the FoI Act, nor is its successor company SeaChange (and my experience of SeaChange is that they ignore all requests for information).

I would appreciate it if you could let me have the business case information if you hold it, or otherwise obtain it for me from SeaSpace or SeaChange.
