I refer to your request dated 2^nd February 2019, which has been dealt
with under the Environmental Information Regulations 2004.

 

Your request was for the business case for dualling the A2300 between the
A23 and Burgess Hill along with any other relevant documentation.

 

We have now completed a search for the information which you requested and
I can confirm the Authority holds information relevant to the request.

Some of the information in the Outline Business Case has been redacted due
to it being commercially sensitive, so we decline to disclose it, applying
the exception in Regulation 12(5)(e): Confidentiality of commercial or
industrial information.

I am writing to request an internal review of West Sussex County Council's handling of my FOI request 'Business case for A2300 dualling'.

Thank you for the information I have received, but I do not believe that all the cost and financial information that has been redacted should have been withheld. I don't see how a financial summary could be considered commercially confidential or many of the other cost summaries in the document. Highways England often publishes cost summaries alongside its roads announcements and it goes through competitive tendering processes.

Therefore I would like to have this information published please. If there is any justifiable commercially sensitive figures, then any text should be included but not the numbers. However, I would reiterate that I don't believe this is the case.

The Council responded on 26^th February 2019, and on 12^th March 2019 you
requested a review, saying:
