Please see our response below:
• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages:
The Official Journal of the European Union advertisement referred to below
from 2013 related to a single Innovation and Integration Partner contract
that the force entered into. The process undertaken to appoint an
Innovation and Integration Partner was by way of the Competitive Dialogue
Procedure, whereby Accenture and KPMG were down selected to final
Dialogue. Ultimately, Accenture were awarded this contract and appointed
as the force’s Partner.
• Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date:
Overall force spend with Accenture since August 2014)
• Start date & duration of framework:
The primary term of the Innovation and Integration Partner Agreement ran
for a period of 5 years from 4^th August 2014.
• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension? :
Yes. A 3 year extension option which the force has enacted.
• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed? :
See response to the question immediately above. Upon the conclusion of the
extension period, the force will not be renewing or re-tendering for an
Innovation and Integration Partner as this requirement was time limited to
support the force through our now largely completed 2020 Change Programme.
Accordingly, this singular external Partner support of this magnitude will
not be required beyond the current extension period.
• Who is the senior officer (outside of procurement) responsible for this
contract? :
Given that the Partnership has now concluded, this is largely N/A.
However, the Deputy Chief Constable has previously owned the Partnership.
As recommended as good practice by the Information Commissioner’s Office a
version of this response may be published on the West Midlands Police
website.
