Dear North Yorkshire County Council,
I am making a Freedom Of Information Act request about your buses that you operate.
Note that my request and all of my questions is only in relation to your public registered bus routes that you directly operate.
So this is in regards to your routes numbers - 4 11 12 14 16 16A 31A 31B 44 59 60 60A 71 72A 73 74A 74A 74B 78A 147 150 153 155 170 171 190 193 210 211 412 492 493 494 RS1 RS2 RS3 - services.
My questions are as follows:
• Please provide the current faretables (showing all of the Single fares and Return fares and all other tickets that you issue and accept) for all of your bus routes.
• What ticket machines (make and model) do you currently use.
• Please attach a copy of the manual for your ticket machines.
• Please attach a copy of your current running boards for all days of the week.
• Please provide a current fleet list (showing the reg number and make and model and fuel type (eg diesel or electric etc)) for your current bus fleet.
• How many bus drivers do you currently employ.
• What is the wage that your bus drivers get paid.
• How many operational staff or other staff involved in running your buses (so anyone involved in your bus operation other than bus drivers) do you employ.
• What is the wage that these other bus employees (eg operational staff or anyone else involved in your bus operation other than bus drivers) get paid.
• Where is the location of your bus depot where you park your buses.
• What facilities (eg bus wash or fuelling facilities or maintenance shed or office buildings or staff canteen or anything else you may have there) are located at your bus depot.
• Can you attach a copy of the Conditions Of Carriage for your bus services.
• Please attach the ticket sale statistics (showing how many of each ticket was sold on each route) for each route for the past twelve months.
• Please attach the passenger usage statistics (showing how many passengers used each route) for each route for the past twelve months.

• What ticket machines (make and model) do you currently use. A variety of
fixed and handheld machines from Ticketer.
• Please attach a copy of the manual for your ticket machines. See

• Please attach a copy of your current running boards for all days of the

I can confirm that the county council holds this information, however any
personal data within these documents has been redacted by virtue of
Section 40(2) of the Freedom of Information Act 2000 (amended by Schedule
19(58) of the Data Protection Act 2018).
Section 40 (2) of the Freedom of Information Act 2000 exempts personal
information from disclosure if disclosure would breach one or more data
protection principles specified by Section 5(1) of the General Data
Protection Regulation (GDPR). In this case we consider that disclosure
would breach the first principle, namely that personal information must be
processed lawfully, fairly, and in a transparent manner in relation to the
Data Subject. In this case we consider that the disclosure would be unfair
and none of the conditions for processing, listed in Articles 6 and 9 of
the GDPR, would be met.
This exemption is an absolute exemption and therefore not subject to the
Public Interest Test.
• Please provide a current fleet list (showing the reg number and make and
model and fuel type (eg diesel or electric etc)) for your current bus
fleet. See attached Fleet List April 2022 Redacted.xlsx
I can confirm that the council holds this information. However, the
license plates/ registration numbers are exempt from disclosure by virtue
of Section 31(1)(a) of the Freedom of Information Act 2000. This is
because its disclosure would be likely to, prejudice the prevention and/or
detection of crime. This exemption is a qualified exemption which means
it is subject to the Public Interest Test which I have conducted
accordingly.
Factors favouring disclosure:
· The council has a duty promote accountability and transparency
for decisions and / or the spending of public money in terms of
maintaining licensed vehicles within the council fleet.
Factors favouring withholding:
· By putting this information in the public domain, there is a risk
that disclosure of these vehicle details could lead to the risk of vehicle
cloning - putting fake number plates on a matching make and model of car
to pass it off as a different vehicle. Due to the details belonging to
fleet vehicles this could go undetected.
· By not disclosing this information, the council will be
taking steps to prevent fraud and protect the public from further
potential crimes being committed with stolen vehicles.
While the Council recognises that there is a public interest in
transparency in relation to licensed vehicles, it considers that the risk
of potential criminal activity as a result of disclosure outweighs this
factor. Having considered the public interest, the Council’s decision is
therefore to withhold the registration information.
• How many bus drivers do you currently employ. 153
• What is the wage that your bus drivers get paid. From £9.60 to £9.99 per
hour.
• How many operational staff or other staff involved in running your buses
(so anyone involved in your bus operation other than bus drivers) do you
employ. 16
• What is the wage that these other bus employees (eg operational staff or
anyone else involved in your bus operation other than bus drivers) get
paid. The salaries range from £18,333 to £34,373 per annum – this is the
full time equivalent rate.
• Where is the location of your bus depot where you park your buses. We
have a number of locations countywide where the buses are parked. These
include Northallerton, Richmond, Malton, Scarborough, Selby, Harrogate,
Bentham, Settle, Stokesley, Bainbridge and Skipton.
• What facilities (eg bus wash or fuelling facilities or maintenance shed
or office buildings or staff canteen or anything else you may have there)
are located at your bus depot. Most of the sites are shared with other
council services so have facilities such as canteens and toilets. Some of
the sites, such as Scarborough and Selby have fuelling facilities.
Harrogate is the only site that is not shared. Therefore as well as a
toilet and kitchen, there is also a small meeting room and bus washing
facilities.
• Can you attach a copy of the Conditions Of Carriage for your bus

• Please attach the ticket sale statistics (showing how many of each
ticket was sold on each route) for each route for the past twelve months.
