My apologies, when your response was sent the explanation of why the
registration number would not be supplied was not given.

It has been decided that the registration numbers of KCC vehicles is
exempt from release. In withholding this information the Council relies
on Section 31(1)(a) of the Freedom of Information Act (prevention or
detection of crime) and in as far as this information relates to the
Environmental Information Regulations, 12(5)(b) of those Regulations would
apply.    

This exception has been applied because disclosure would adversely affect
the prevention or detection of crime by putting in the public domain
information which would assist anyone seeking potentially clone
registration plate numbers or target KCC for vehicle theft.

The use of this exception is subject to an assessment of the public
interest in relation to the disclosure of the information concerned.
Though it is recognised that there is a public interest in greater
transparency by public authorities, having considered the factors above we
consider the public interest in maintaining the exception(s) outweighs the
public interest in disclosure.

If you are unhappy with this response, and believe KCC has not complied
with legislation, you have 40 working days from the date of this response
to ask for a review. You can do this by following our complaints process;

Dear Kent County Council,

Thank you for your further reply. I would now like to please request that an internal review is carried out. This email is to request you to carry out an internal review in regards to your refusal to give reg numbers. The reason you have given is laughable. I have so far asked for this sane exact information from over 30 different councils and bus companies in the UK and all of them have given me the reg numbers except for you. You are the only one out if over 30 councils and bus companies that i have made FOI requests that has had a problem with it. There is absolutely no possible way whatsoever that giving the reg numbers has anything to do with the prevention and detection of crime. There is no way that this information could help criminals. Also many bus companies (even those that are not state owned and not subject to the FOI Act) actually publish current fleet lists with reg numbers on their websites. I also suggest that you look on the What Do You Know website and you will see a huge amount of other councils who have given out the reg numbers of their buses (and their other vehicles as well) to everyone who has requested it. So you have no reason to refuse this. It is clear that there is absolutely no valid reason to refuse to give this out. Claiming that it is because of the prevention and detection of crime is utter nonsense. If this was really the case then why do almost all other councils in the UK have no problems with it at all. All i ask is that Kent County Council uses some common sense and gives out these fleet lists that include the reg numbers. I look forward to your response to my request for an internal review.

Dear Mr Harris

Further to your request for an internal review dated 8th April 2019, I
have been tasked with carrying out an independent review of the Council's
response to your request for information; this is in accordance with your
rights under the Freedom of Information Act 2000 (FOIA).

On 22nd February 2019 you asked Kent County Council (KCC) to provide you
with:

 1. A fleet list showing all current bus vehicles that you presently own
(showing reg numbers and make and model).
 
 2. A fleet list showing all past bus vehicles that you have previously
owned (showing reg numbers and make and model).

We provided a response to your request on 28th March 2019 and I note that
our response failed to acknowledge we had not complied with timescales,
neither did we offer an apology for the delay.

On 5th April 2019 you contacted us further to advise that our response had
not included the vehicle registration details requested in response to
your 2^nd question.  By return we advised that this was because that
information was exempt from disclosure by virtue of Section 31(1)(a) of
the Freedom of Information Act (prevention or detection of crime) and in
as far as this information relates to the Environmental Information
Regulations, 12(5)(b) of those Regulations would apply.    

This exception had been applied because disclosure would adversely affect
the prevention or detection of crime by putting in the public domain
information which would assist anyone seeking potentially clone
registration plate numbers or target KCC for vehicle theft.

In your request for review you set out your reasons why you believed our
decision to withhold that information was incorrect.

I have now had the opportunity to review our reasons for non-disclosure
and I find that there is insufficient evidence to demonstrate that we can
maintain our non-disclosure objection. As a result your complaint is
upheld and the full information is disclosed as follows:
