Information Regulations 2004 response:
We do not have the information requested in an individual format as
requested.
Some local bus service contracts are packaged contracts where a number of
services are combined into a package. We do not have complete information
about revenue, only the bus operator would know this. There is no
concessionary fare revenue information. The reimbursement is not
calculated by ourselves and is not calculated per service. Tenders do not
have a renewal date, they have a review date with most contract being
extended where possible and it is not possible to predict whether this
will occur or not. Some of the services listed are no longer tendered
services.
To extract the data and to do the calculations for the information
requested, where available, would take at least two and a half hours per
service, probably more as the information would need to be gathered from
several different sources, and software packages. It would take the
authority over 18.5 hours to extract the requested information, therefore,
the Council is not obliged to comply with your request under the
legislation.
I hope this now satisfies your request.

Thank you for your response. What information could you supply quickly and easily relating to tendered bus services in Derbyshire? At the very least, you must be able to supply a full list of tendered services, their operators, and the contract renewal dates. I would hope that you could also supply the cost to the council for each service and the number of passengers carried, otherwise how can you work out value for money?

The Access to Information regulations i.e. FOI or EIR (Environmental Information Regulations) is for and relates to any requests received by the council that asks for actual information held by the council in a recorded format at the time at which the request is received.
When making an access to information request you need to be specific about the particular documentation you are seeking, you cannot under this legislation seek officer opinion and we are not obliged to go out and ask officer to use their knowledge and experience to create a relevant response in order to answer questions.
