Proposed Changes to Subsidised Bus

1. Purpose of the Report
1.1.
To seek approval to make changes to subsidised bus services in order
to reduce the level of payments to bus companies in response to the
reduction in Government’s funding support for Local Authorities.
2. Background
2.1.
The County Council currently spends around £4.5m supporting bus
services which are not commercially viable and would otherwise not
operate. This accounts for around 20% of all bus services in the county
and is mainly used to secure buses during evenings and Sundays and
to serve some of the less populated areas of the county.
2.2.
The Council’s Medium Term Financial Plan (MTFP), as agreed at
Council on 23rd February 2011, includes a savings proposal of
£990,000 against the budget for supporting bus services. In addition,
the Government have also made a direct cut to the Rural Bus Subsidy
Grant of £322,477 giving a total saving necessary in this budget area of
£1,312,477.
2.3.
The action to reduce spending has been programmed to make the full
saving in 2011/12. This should enable a greater degree of stability in
the supported bus network over the remainder of the MTFP period.
3. Consultation
3.1.
In anticipation of the Government’s spending cuts, a general public
consultation was undertaken during the autumn to ask users which
type of services should be given priority for retention:
a. Services during Monday to Saturday daytimes
b. Services during evenings
c. Services on Sundays and Bank Holidays
3.2.
A total of 268 responses were received, expressing the following
priorities for retaining services:

In addition, County Councillors received a summary of the proposals
and were invited to ‘drop-in’ sessions where officers were available to
discuss the proposals in more detail.
4. Proposals
4.1.
Reflecting the above consultation outcome, a proposed programme of
service reductions was put forward, on the following basis:

A complete cessation of support for Sunday services.
4.3.
Major economies in support for evening services, with only core routes
retaining a service beyond approximately 8pm.
4.4.
A small proportion of the savings will be achieved from economies in
Monday to Saturday daytime services, including: renegotiated contract
terms; adjustments to reflect recent changes in commercial services;
rationalisation of small/lightly used services taking account of the
provision of the county-wide dial ride service (Link2), which will remain
unaffected by the proposals.
4.5.
Full details of the proposals cuts and changes are included in Appendix
2.
4.6.
Reductions in contract prices have been negotiated with operators
where appropriate. There will also be a reduction in the income
credited to the Council as a result of the reductions in services, which
can only be estimated at present as we can not be certain how current
users will react to the reduced services. However, we estimate that
overall these changes will deliver the revised budget provision as
outlined above,
5. Summary of the impact of the proposals
5.1.
It is unavoidable that spending reductions on this scale will have a
significant impact on the provision of services operating under subsidy.
However, these currently make up only about 20% of the whole
network, with the rest provided by the operators as commercial
ventures.
5.2.
The subsidised services are inherently less well used, so despite the
cuts in subsidised services more than 95% of bus passenger journeys
in County Durham will be largely or entirely unaffected by the MTFP
actions.
5.3.
On Sundays, while a core network will continue to operate
commercially on the busiest routes, the withdrawal of all subsidised
services will mean many places will have no bus service at all.
5.4.
On weekday evenings, most parts of County Durham will continue to
have a service up to around 8pm, with the best-used subsidised
services continuing until late evening albeit with some reduction in
frequency.
5.5.
During weekday daytimes it is estimated that at least 95% of the
population will still be served by a regular bus service operating at least
once per hour (and in many cases much more often). All areas that are
not served by conventional services will continue to be served by the
Link2 “dial a ride” between 0800 and 1800 on Monday to Friday.
6. Implementation
6.1.
The cuts are planned to take effect on Sunday 17 April in most parts of
the County and 29th May in northwest Durham (in order to align with
service changes in the Gateshead area).
6.2.
As any delay in implementation will require deeper cuts in services in
order to achieve the savings necessary in 2011/12, the statutory
registration process has been started in anticipation of the changes but
can be withdrawn, should approval of this report not be granted.
7. Recommendations and reasons
7.1.
It is RECOMMENDED that approval is given for the implementation of
the proposed reduction in funding for subsidised bus services as set
out in paragraph 4.5.
7.2.
Reasons: In order to allow the necessary MTFP savings to be made to
the bus subsidy budget in 2011/12.
