2. The guidance and design specifications that were used to install these bus lanes
3. The guidance that the highways department are using to determine whether bus lanes are wide enough to be used by motorcycles
4. Meeting dates, minutes and agendas of all discussions between the LCC highways department and other authorities from 2019 onwards covering motorcycle access to bus lanes

Information Regulations 2004, within 20 working days, from the day after
your request was received. We will therefore aim to respond to your
request by 01/07/2024.

2. The guidance and design specifications that were used to install these
bus lanes
The installation of bus lanes across Leeds has been done over a period of
40 years. It is impossible to provide individual specification and
information for each length of bus lane. It is exempt from disclosure
under regulation 12(4)(b) Environmental Information Regulations 2004. When
developing, designing, and implemented improvements to the public highway,
Leeds City Council ensure that the changes are in accordance with the
latest standards and guidance available at that time.
3. The guidance that the highways department are using to determine
whether bus lanes are wide enough to be used by motorcycles
Similar to the prior response, Leeds City Council would refer to national
and local guidance that is relevant at the time. At this moment in time,
for bus lanes and access for motorcycles, Leeds City Council would refer
to Local Transport Note 1/24 – Bus Users Priority and Traffic Advisory
Leaflet 1/24 – Motorcyclists Using Bus Lanes.
4. Meeting dates, minutes and agendas of all discussions between the LCC
highways department and other authorities from 2019 onwards covering
motorcycle access to bus lanes.
Please see attached. This has been redacted in line with regulation 12(3)
Environmental Information Regulations 2004 to remove personal data.
You are entitled to make representations to us, under Regulation 11, if it
appears that we have failed to comply with a requirement of the
Regulations in relation to your request. Representations must be made to
us no later than 40 working days after the date you believe we failed to
comply with such a requirement.
We will then consider your representations and supporting evidence and
decide if we have complied, notifying you of our decision as soon as
possible, and no later than 40 working days after the date of receipt of
your representations.
Under Regulation 18, you are then entitled to apply to the Information
Commissioner for a decision as to whether, in any specified respect, your
request has not been dealt with in accordance with parts 2 and 3 of the
Regulations.
