Dear Northumberland County Council,

The Council has erected a camera to protect the Bus Gate on Old Laverick Hall Road, in Blyth, from unauthorised vehicular use. Any vehicle which is not authorised to use the road in question will be automatically issued with a penalty notice and charged accordingly via the use of ANPR.

This request is for Northumberland County Council (NCC) to state how many drivers have received a penalty charge notice, how many drivers have successfully had a claim by NCC upheld (and therefore payment expected) and how much NCC has received in payments since the erection of said camera.

FREEDOM OF INFORMATION ACT REQUEST

I refer to your Freedom of Information request in relation to Bus Gate
Camera on Old Laverick Hall Road. 
Right of Access

Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and

(b) if that is the case, to have that information communicated to him.

The right is to obtain access to the information itself and not to the
document or record which contains it.

The Act creates a general right of access to information held by public
authorities subject to various exemptions.

Northumberland County Council confirms that it holds the information you
have requested, please see the (attached/following) information in
response.

Q.1 This request is for Northumberland County Council (NCC) to state how
many drivers have received a penalty charge notice, 

The bus gate on Laverock Hall Road was introduced in October 2020 and
after a period of awareness raising we started issuing Penalty Charge
Notices in December 2020. 

Financial Year  PCNs issued 
1 April 2020 to 31 March 2021  1901 
1 April 2021 to 31 March 2022  5904 
Year to date - 1 April 2022 to May 2022   504 

 

Q.2 how many drivers have successfully had a claim by NCC upheld (and
therefore payment expected) and 

As at 31 May 2022 the council had rejected 691 formal representations made
against PCNs issued for contravening the bus gate restriction on Laverock
Hall Road. 

 

Q.3 how much NCC has received in payments since the erection of said
camera. 

As at 31 May 2022 the council had received £181,820 income from PCNs
issued to vehicles contravening the bus gate restriction on Laverock Hall
Road
