speeding.

 

Your request has been considered under the requirements of the Freedom of
Information Act and I am sorry to say that TfL does not hold the
information you require. However, we have made every attempt to address
your questions with the information we do have. I am sorry for the delay
in replying.

 

Your request is detailed below, and answers are provided to the questions
you asked, in the order you made them.

 

(a)  How many bus drivers have been fined and given points on their
license for speeding whilst driving TFL buses in the years 2008- 27th
March 2010?
TfL does not hold data on fines and licence points received by bus
drivers. This information is held by the private bus operating companies.

 

There are approximately 22,500 bus drivers working for 18 different
operating companies who operate the 700 bus routes in [name removed].  The day to
day running of services, including the employment and management of staff,
is the full responsibility of the operators.

 

(b)  Are TFL notified when one of their buses have been speeding?
No TfL is not notified. Bus drivers are no different to other motorists in
that they are subject to road speed limits and can be prosecuted for any
highway offences.  However, it should be noted that motoring conditions
in central [name removed] make it difficult for buses to exceed speed  limits,
particularly because of the stop-start nature of journeys and frequency of
stops.  Any speeding offences are notified to the relevant operators.

 

(c)  Do the buses have a speed limiter?
. TfL does not require speed limiters under their regulations for buses,
but operators may install speed limiters as they wish. Only a small number
of operators choose to install these devices, meaning that only a small
percentage of the total number buses in [name removed] have speed limiters. As
stated above, motoring conditions in central [name removed] make it difficult for
buses to exceed speed  limits, so in many cases, these limiters are not
necessary. . TfL is, however, looking at the potential of acceleration
control technology for use in buses.

 

(d)   How many of these drivers were disciplined and how?
The disciplinary process is a matter for the bus operators concerned.  TfL
does not hold these details.

 

(e)  What does TFL do to discourage and prevent speeding of their buses?
I.E. Are there policies? 

As has been stated above, bus drivers are no different to private
motorists in that they must abide by the rules of the road and can and
will be prosecuted for offences. Operators do not tolerate poor driving
standards, whether they are connected to the operation of buses or general
highway offences. Drivers who commit serious offences will be subject to
internal disciplinary action by their operating company, and ultimately
can have their employment contracts terminated. 

  

(f)   Does TFL employ bus drivers who already have speeding offences?
TfL does not directly operate the bus fleet, nor employ bus drivers for
fleet operations. The operation of routes is contracted to private sector
bus operators who tender for routes on a five-year basis. 

 

Bus drivers in [name removed] are regularly monitored.  Over 6500 Driver Quality
Monitoring (DQM) surveys are carried out on behalf of TfL each year by
independent examiners from the Driving Standards Agency (DSA).  These
covert assessments are designed to highlight problem areas from the
passenger’s point of view.  The two main assessment criteria are passenger
consideration and driving ability.
