Bullying in the BBC

The request was partially successful.

Dear British Broadcasting Corporation,

This is a FOI Act request yet I will explain it reasons first. As a victim of "anyone thinking of complaining, yaboo to you" having been said by Cheshire County Council following complaints, Mr Lewis would like to be believed. Instead, we seem to see a decision no 2100603/08 (Liverpool Employment Tribunal), which hasn't been sent to the complainant as required by law and contains 101 false names, which following complaints the Employment Tribunal Service fails to recognize or address.

I am looking for truth and accountability.

I am writing to you after my FOI requests with regard to bullying in UK councils which I have been undertaking for some months now, which are very pertinent to issues in the press today, further to Dame Janet Smith's report and Lord Hall's mentioning of 75 cases of bullying and Harassment in one year (I didn't catch which one) and 47 I believe last year (his assertion that it is going in the right direction). Sky News has been referring to victims not being believed, Liz Kershaw suggested people wouldn't be happy with no one being held to account, Esther Rantzen also spoke.

In my requests to councils over the last few months, I wrote "this request is being made to make the public at large and the public in each county aware of which councils are the worst offenders or the better examples when it comes to bullying in the workplace. All councils have very similar anti-bullying / dignity at work policies, but there seems to be a difference in the level of bullying. This is intended to statistically show those differences."

I have been trying to interest the press in this case for years, so far without success. I think the table of results (see end) is very revealing. Cheshire East and West councils are now refusing to enter into communication with me.

MY FOI REQUEST TO YOU, THE BBC

1) How many employees of the BBC have
made an
official complaint of harassment and bullying at work since the 1st April 2009?

2) How many of these complaints were upheld in favour of the
complainant?

3) How many of those which were not upheld in favour of the
complainant went on to Appeal?

4) How many of those that went to Appeal were found to favour the
complainant?

5) How many complaints went on to an Employment Tribunal?

6) How many of these were found to uphold the complaint?

7) Out of how many of those allegations (the number given to question 1) did the complainant of
bullying claim that the bullies were telling lies?

8) How many staff does your the BBC have? (Note: I asked for the population of each council so as I could do a bullying case / person kind of comparison - I will use the UK population for you which I can easily find on the internet)

Yours faithfully

Mr Lewis

yabootoyou

BELOW ARE THE RESULTS SO FAR RECEIVED - I am waiting for the results of a few counties which largely seem to have not replied within the required legal deadline and risk review or a challenge to the ICO.

144 councils sent to - if as Derby City Council costing £150 to process, cost would be £21,600 but many will have cost more than that.

Whilst I acknowledge the care needed in comparing the BBC with councils, with 72 reports of bullying and harassment between April 2013 and March 2014, and only 6 fully successful (8% success rate) for the complainant, this would place the BBC in a bad category and a bad position on the graph. It's position of a high number of bullying cases and low success rate corresponds with other councils.

Graph to be made public in due course, awaiting responses on one or two councils.
