I would like to know the number of incidents recorded for workplace bullying lodged against the Police and Crime Commissioner.

I would also like the total number made in the office.

I would like these figures from the incumbent's time in office to the most recent.

I would like this information provided electronically.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under your Section 16 obligations, as to how I can refine my request to be included in the scope of the Act.

Hi,
I would like to ask that you review your decision before I request an internal review:

A)In this case, you are asking for information relating to individuals who may have made allegations of bullying. As a result I have to consider that you are requesting information that regardless of whether it exists, is considered to be personal data.
This is due to the fact that to even confirm or deny that information is held would be to release the personal data of individuals which would therefore breach the Data Protection Principles.

Precedence:
Other PCC offices have had no issue with providing me with these figures with such concerns in mind.

Public Interest:
If the incidents have occurred there is a public interest in knowing these figures with the PCC being an elected public official. If he has failed to prevent/reprimand staff who had issues raised against them it is also of extreme concern.

The issue of work place bullying, in such a person's office, should be highlighted in order to draw attention to it and help push for changes to be made. If the figures are withheld this prevent this kind of issue from being addressed and the public being made aware of it.

B)It must also be remembered that any information that the Police Service holds is given to us in the confidence that it would not be released into the public domain without a clear legal basis for doing so. As you can appreciate, public confidence would be reduced if members of the public were able to use the Freedom of Information Act to request data about any individuals who they believe have come into contact with the police. To provide the information on one occasion expresses a willingness to provide information on all occasions and it is for this reason that I can neither confirm nor deny that we hold any information of relevance to your request.

Other PCC offices have had no issue with providing me with these figures with such concerns in mind.

Public confidence:
If members of the public hear that cases of bullying were occurring in other PCC offices and figures from this office were not being disclosed then confidence would be even harder hit.

I would be more than happy to provide a list of the PCC offices that have provided figures, please respond within the 20 days as is required within the act.

For the sake of clarify I can confirm that there has only been one person
who has held the Office of PCC in Suffolk since 2012. Mr Passmore was
relected in 2016.
