Please provide sight of all inspection records for the Copper Building at One Friargate Square. Agard Street, Derby, related to the planning department / building control's approval of a change of use planning application in 2015.

Please provide all records related to the absence of a fire escape at the six storey Copper Building at One Friargate Square. Agard Street, Derby, from the building's initial completion until September 2018.

I have received documents from DFRS that appear to confirm a criminal conspiracy amongst multiple parties to conceal an agreement for an occupancy rate of 550 (without fire escape), in breach of the fire safety strategy that you have previously supplied.

If there are personal data included within information, the Council is at liberty to redact that information but it cannot otherwise withhold the information requested. In circumstances that suggest criminal activity, to withhold such information could be construed as a conspiracy to pervert the course of justice.

I will remind all involved that any SRA regulated solicitor who has reviewed the FOI request and / or the requested information is required to report to the SRA and the police any suspected fraud, dishonesty, or serious misconduct, to include other solicitors and their employees.

Thank you for your response and apology.

I can confirm that the provided Final Certificate has now been compared to copies sourced from elsewhere and that there are significant differences between the versions. One might reasonably conclude that at least one other version has been sanitised for insurance purposes.

To note, the Final Certificate is dated just 48 hours after a formal complaint about the lack of fire escape was received by the University of Derby from one of its law students. There is also documentary evidence of knowingly false statements about occupancy levels being made by the University's Vice-Chancellor's office in response to complaints about the lack of fire escape.

I have previously made the council aware that the December 2014 fire safety strategy for One Friargate Square became null and void the moment that a change of use application was submitted to the council in 2015. We are already aware that the council had a £3.5million dependency on the lease contract with the University of Derby going ahead.

Notwithstanding that the strategy hadn't been updated, I am also in possession of multiple documents that evidence a concerted effort (immediately before the issuance of the Final Certificate on October 2015) by multiple bodies to waive the occupancy rates cited in the 2014 fire safety strategy. It appears that the sanitised version of the Final Certificate was required for that effort to be deliverable.

I will remind the council that if it is in possession of any records that reveal the extent of officers' concerns about the lack of fire escape in a six storey building (referenced by me in Full Council Chamber meetings), and / or the now evidenced misrepresentation related to the eastern elevation architect's drawing (depicting a fire escape that didn't exist) included within the 2015 change of use application, the council is duty bound to: 1) report the matter to the police, 2) report any involved legal professionals to the SRA, 3) provide me with such records per my original FOI request.

Can I suggest that we arrange a meeting between myself and DCC Building Control and your Chief Legal Officer to review what appears to be a prima facie case of: breach of building regulations; fraud; and conspiracy to pervert the course of justice? I will have no objection if you wish to invite the police.

I am writing to request an internal review of Derby City Council's handling of my FOI request 'Building Inspection - Copper Building'.

Whilst I appreciate the apology and provision of a copy of the final certificate dated 08.10.15, there are a number of documents outstanding. I believe that this includes other documents related to the final certificate, to include an initial notice dated 07.07.15 that had within it a description of works.

In addition, I believe that the council is in possession of records related to the review(s) carried out immediately following the Grenfell Tower fire of June 2017.
