Unfortunately I cannot identify the information you have requested from
the details you have provided.  To help me meet your request could you
please provide further clarification with regards to point 41 Health
Improvement Services. Could you please clarify what this service covers as
several of the budget headings already included in your request could be
classed as Health Improvements e.g. 35. Young Peoples Substance Misuse
Team, 36. Teenage Sexual Health Advice Services, 25. Child Obesity.
 
If the Council does not receive the requested clarification by the 30^th
July 2019 I shall take it that you do not wish to pursue this request and
will consider the request closed.
 
Your request will be processed upon receipt of this information and you
will receive the information requested within the statutory timescale of
20 working days as defined by the Freedom of Information Act 2000.

Our response
 
I write to inform you that your request for information will not be
processed.
 
This is because the cost of locating and retrieving the information
exceeds the “appropriate limit” as stated in the Freedom of Information
(Fees and Appropriate Limit) Regulations 2004 which is currently set at
£450.  This limit represents the estimated cost of one person spending 18
hours in determining whether the Council holds the information, and
locating, retrieving and extracting the information.  Under Section 12 of
the Freedom of Information Act the Council is not obliged to comply with
your request and we will not be processing your request further.
 
To explain further, although we hold part of this information it is not
all held centrally.  This is because Local Authority Public health teams
increasingly commission integrated wellness, sexual health, substance
misuse, and children's PH services. This involves commissioning for
outcomes rather than inputs. We do not ask providers of integrated
services to report on the number of specific interventions delivered and
the cost of each, instead we ask them to provide key outcomes such as
number and proportion of service users who are drug/ alcohol free; have
achieved wellbeing goals; are ready for school; have sexually transmitted
infections. 
 
Therefore in order to obtain this information we would need to contact 18
commissioned services which would take approximately 60 minutes per
service.  It is estimated that this would take 18 hours.  As we have
already spent 5-6 hours collating the information for part of your
request, your entire request would take approximately 24 hours to complete
which exceeds the appropriate limit of 18 hours.
 
If you were to make a new request for a more narrow category of
information, it may be that we could comply with that request within the
appropriate limit, although I cannot guarantee that this will be the case.
If you wish to request what we have been able to collate, please let me
know and we will consider this.
