Budget 2018/19
Dear Eastbourne Borough Council,
On your website (http://democracy.eastbourne.gov.uk/mgIss...) you state that:
'The budget is subject to a wide and varied consultation process which will include consultation with the business and community/voluntary sectors.'
For the budget for 2018/19, please can you let me have a complete list of:
Which businesses you consulted with, or plan to consult with, and when you consulted with them (or plan to consult with them)
Which community / voluntary sector groups you consulted with, or plan to consult with, and when you consulted with them (or plan to consult with them)
If consultation with the business, community / voluntary sector has already taken place, please can you enclose minutes of the meeting relevant to the budget for 2018 /19, or supply emails confirming what was agreed at the meetings? If minutes or emails are not available then a summary of each meeting would be sufficient.
Thank you.
Yours faithfully,
Liz Bowen

Dear Ms Bowen,
Information Request: EFOI 5767
Thank you for your information request dated 8^th October 2017 received in
our office on the same day.
Which businesses you consulted with, or plan to consult with, and when you
consulted with them (or plan to consult with them)
Which community / voluntary sector groups you consulted with, or plan to
consult with, and when you consulted with them (or plan to consult with
them)
If consultation with the business, community / voluntary sector has
already taken place, please can you enclose minutes of the meeting
relevant to the budget for 2018 /19, or supply emails confirming what was
agreed at the meetings? If minutes or emails are not available then a
summary of each meeting would be sufficient.
I have reviewed your request and investigated whether there is any
information which can be disclosed to you. Please find below the
information the council holds, and which I am pleased to provide to you.
Set out below are the main points of consultation:
Firstly the Council will publish a public paper at its December 2017
Cabinet with the draft budget proposals for 2018/19 in addition to the
Medium Term Financial Strategy which was published in July 2017 and
available on the Council’s website.
This paper in December is specifically signposted to the Voluntary and
Business Communities via meetings with those sectors representatives
namely;
-The business community , which was attended by the Chief Executive and
Leader of the Council on 12 October 2017 and the Federation of Small
Businesses (FSB) on 14^th September 2017 – minutes are not available as
the meetings are closed and not subject to Disclosure
-The Voluntary Sector (3VA) – attendance at a meeting by senior
representatives of the Council is due on 2 November 2017, again this will
not be a minuted public meeting.
In addition there is:
-cyclical consultation on the Council’s corporate plan (which contains the
main projects in which the Council is involved)
-Regular consultation with staff and Unison representatives (as they are
affected by budget changes) at least quarterly each year
-Specific scheme by scheme consultation on major capital schemes as, and
when, they are approved and before they are implemented.
I trust that this deals with your enquiry to your satisfaction, but if you
feel that Lewes District Council has misunderstood or not responded
appropriately to your request, you have two courses of action:
o You can clarify the terms of your original request to allow this to be
looked at again (if you expand your request this will be dealt with
as a new request)
o All applicants have a 'right of appeal'. An appeal should be focused
on the original request and should identify how the council’s response
failed to answer your Information Request. Appeals must be made in
writing (or e-mail) within 40 working days of receipt of this response
and addressed to the Information Governance Appeals Officer, to the
address below.

this request, for any purpose outside of what could be considered for
personal use, you are required under the Public Sector Re-use of
Information Regulations 2015 to make an Application for Re-use to the

Dear Access to Information,
Thank you.
Where you say, 'cyclical consultation on the Council’s corporate plan (which contains the
main projects in which the Council is involved)'
Please can you let me know:
How cyclical this consultation is - every year, two years, five years?
Who do you consult with?
When was the last time the public were consulted on the council's corporate plan?
Is there any documentation you can share about the last time you consulted with the public?
When do you next intend to consult on the council's corporate plan?
Yours sincerely,
Liz Bowen
Dear Ms Bowen,
Thank you for your follow up question to your Freedom of Information request - EFOI 5767 - and I include below the response to that question:
The Corporate plan is a strategic document with a four year life cycle. In the case of the current corporate plan, the life term is 2016-2020. Therefore, we undertake comprehensive consultation ahead of formulating the next iteration of the corporate plan.
Consultation informing the 2016-2020 corporate plan was undertaken in 2015 and comprised two elements:
1. A resident's postal survey where 4000 residents, demographically balanced across the Borough were invited to participate. This resulted in 984 responses 2. An online survey inviting responses from business and voluntary sector groups across the Borough. This resulted in 549 responses
The combined feedback received informed the content of the Corporate Plan which, in turn, informed the Council's budget setting.
The full results of the residents survey and the stakeholder survey together with the resulting corporate plan can be viewed on the Council's website on the following link:
www.eastbourne.gov.uk/about-the-council/...
The next full level consultation will take place in 2019/20 ahead of the next version of the corporate plan.
Yours sincerely,
Kevin Rance
