Brucella canis

Ms Buckley made this Freedom of Information request to Liverpool Clinical Laboratories Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was successful.

Dear Liverpool Clinical Laboratories,

Please could I have the following for 2023, the following diagnostic information with respect to Brucella canis testing:
1. How many individual people did you carry out at least one test to ascertain potential Brucella canis infection?
2. Of those listed in (1), how many were considered to have:
a) A confirmed live infection?
b) Evidence of prior exposure to Brucella canis only?
c) Positive on the initial screening RSA test but not confirmed?
d) No diagnostic test evidence of any Brucella canis infection, past or present?

Please could you split the data by:
a) Before the APHA handed over the serology testing to yourselves
b) After this timepoint.

For the following tests could I have the sensitivity and specificity of the test (to include confidence intervals):
1. Brucella PCR
2. RSA (rapid slide agglutination test)
3. SAT (Tube Agglutination test)

Please could you also indicate if these values have been derived from human or animal validation studies?

Please could you outline what the current testing algorithm for Brucella canis is to confirm diagnosis? If this has changed since April 2023, please could you indicate the previous algorithm used and when the change(s) occured?

Many thanks for your time and Happy New Year.

Yours faithfully,

Dr Louise Buckley

Dear FOIRequests,

Many thanks for your response.

I appreciate that may have caused some confusion, and it relates to a private communication I had previously had with a staff member around diagnostic testing for Brucella canis. In this they mentioned the possibility of the algorithm changing once your laboratory took over testing of humans from the APHA laboratory at Weybridge. (For the purpose of anyone reading this the staff member was not saying that it was changing and the context was a caveat only in my reading of this so may not be of consequence).

I would like the results for the period: 01.01.2023 - 31.12.2023.
However, if the algorithm for deciding whether a person is infected/not infected with Brucella canis, I would like the data split by pre-algorithm changes and post-changes to better understand any impact that may have had.

Thanks for taking the time to clarify. Much appreciated, and I look forward to your response.

Yours sincerely,

Dr Buckley

Dear FOIRequests,

Thank you for coming back to me so quickly. Much appreciated.

I can confirm that I would like information on the number of individual people tested, but before confirming whether I am satisfied to just receive that information as part of Q1 of this FOI I would like to know the reason for refusing to supply the remainder of the information. Can I also clarify that the remaining questions will also be answered as part of this request?

Many thanks for your time.

Yours sincerely,

Dr Buckley

Dear FOIRequests,

Thank you for coming back to me so quickly. Much appreciated.

I can confirm that I would like information on the number of individual tests carried out (broken down by type of test e.g. PCR, SAT, RSA), but before confirming whether I am satisfied to just receive that information as part of Q1 of this FOI I would like to know the reason for refusing to supply the remainder of the information. Can I also clarify that the remaining questions will also be answered as part of this request?

Many thanks for your time.

Yours sincerely,

Dr Buckley

FOIRequests,

Dear Dr Buckley.

Freedom of Information Act 2000 – Request for Information Ref: 9612

Thank you for responding to our request for clarification.

Unfortunately in accordance with Section 1 of the FOIA, the Trust does not record the number of individual patients that have been tested for potential Brucella canis infections.

Instead the information we hold within our Liverpool Clinical Laboratories (LCL) Systems is the number of tests that have been carried out, this is not recorded to an individual level and therefore could mean there are multiple tests per patient etc. Could you please confirm if you are happy to receive the number of potential Brucella canis infection tests carried out during 2023 in response to Q1?

With regards to the remaining questions, they will also be handled as part of this request and reviewed to see whether or not we hold/record this information. For the time being we just required additional clarification regarding Q1 before proceeding.

Kind regards

John

Dear FOIRequests,

Hi John,

Thanks for coming back to me so quickly and clarifying.

Yes, that will be fine, but please can I have it spilt down by the number of positive tests for each of the following:
1. RSA
2. PCR
3. SAT
4. iELISA (if you have this, I think it might be carried out by the APHA at Weybridge)
5. Culture

Yours sincerely,

Dr Louise Buckley

Dear Liverpool Clinical Laboratories,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Liverpool Clinical Laboratories's handling of my FOI request 'Brucella canis'.
"Clarification Received on 26 January 2024: Yes, that will be fine, but please can I have it spilt down by
the number of positive tests for each of the following:

1. RSA – the Trust can confirm we do not test using RSA.
2. PCR – please see table below.
3. SAT – please see table below.
4. iELISA (if you have this, I think it might be carried out by the APHA at Weybridge) – please see table
below.
5. Culture – the Trust can confirm we do not test using Culture "

I requested for the information to be split down by the test carried out. This would include e.g. iELISA: 10 tests carried, 3 positive, 3 equivocal, 4 negative, etc. Instead it has been reported at the level of all tests. Please can this be reported at the level of the individual tests? Many thanks.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/b...
