This to include list of all organisations and individuals that will be consulted, details of what form consultation will take place, timetable for full consultation and dates of key decisions.

Also please supply details of how all Haringey Cllrs will be consulted and timetable for that process.

Please note this request would not be satisfactorily answered by reference to the publicly available parks rental policy. That policy only offers general guidance on consultation this request if for details in order that the public may participate fully.

Thank you for your Freedom of Information request in which you request the
following:

o details of consultation plans and timetable in relation to the
NFL/Wasserman application to hold ‘Tailgate’ event this year - to
include list of all organisations and individuals that will be
consulted, details of what form consultation will take place,
timetable for full consultation and dates of key decisions;
o details of how all Haringey Cllrs will be consulted and timetable.

 

Council officers have been in discussions with the NFL / Wasserman for
many months regarding the proposal to hire Bruce Castle Park to the NFL to
host their Tailgate event.

 

An initial Member Briefing session took place on the 23 March in which all
ward members from the three wards closest to Bruce Castle Park were
invited. These being White Hart Lane, Northumberland Park and Bruce Grove.
We also had an initial stakeholder briefing planned for 23 April to which
Members of the Friends of Bruce Castle and Friends of Bruce Castle Park
were invited.

 

We have recently heard that the NFL have decided not to hold their
Tailgate event in Bruce Castle Park and I have included their statement
below for your information. As such, we cancelled the meeting that was due
to be held on 23 April.

 

With regard to the consultation that was planned for the Tailgate event at
Bruce Castle Park, the Outdoor Events Policy states that all Park Hire
Applications ‘will be subject to consultation. Consultation will involve
all stakeholders, including Friends Groups, Area Park Managers, Ward
Councillors, Cabinet Member for Environment and the members of the
Haringey Safety Advisory Group.’ The consultation period is usually 10
working days. In recognition that the NLF Park Hire Application was for a
first-time, major event, it was decided to extend the recipients of this
to a wider audience. We also planned to run this consultation with
recognised stakeholders for a period of six weeks. The initial timeframe
for this would have been over May and June. As the event will now not take
place in the park, this consultation will not take place.

 

We had yet to agree the extended stakeholder list, but this could have
included the following groups:

o Cabinet Member for Environment
o White Hart Lane Ward - ward members
o Bruce Grove Ward - ward members
o Northumberland Park - ward members
o Friends of Bruce Castle
o Friends of Bruce Castle Park
o Pavilion Café
o Bruce Castle Museum
o All Hallows Church
o Risley Avenue Primary School
o Lancasterian Primary School
o The Antwerp Arms
o Tottenham Cemetery
o Homes for Haringey
o Neighbourhood Watch
o Haringey Mortuary
o Bruce Grove Residents Network
o Tottenham Civic Society
o Headcorn & Tenterden HfH Residents Association
o Tottenham Traders
o The Haringey Mortuary
o Tower Gardens Residents Association

 

Consultation with recognised stakeholder groups would have involved
sending information out via email, and also meetings between council
officers, members and stakeholders, with the event organiser present for
some. As detailed above, only recognised stakeholder groups would be
notified and consulted with as part of the official Park Hire Application
process. We encourage any individual members of the public to engage
through one of the recognised stakeholder groups, or one of the local ward
councillors. If residents from wards other than the three local wards
would like to feed their views into the Park Hire Application process,
this would need to be done through the recognised stakeholders.

 

Additionally, the event that the NFL were proposing would have required a
Premises Licence to provide regulated activity such as the sale of
alcohol. This quasi-judicial process does require a 21-day, public
consultation to be carried out. Individual residents are able to feed into
this process, if they have concerns around an application not being able
to meet one of the four Licencing objectives. The NFL hadn’t yet submitted
a Premises Licence application.
