BRP delivery overdue

Response to this request is long overdue. By law, under all circumstances, Home Office should have responded by now (details). You can complain by requesting an internal review.

Dear Home Office,
My application for a Tier 2 (General) Visa, sponsored by the University of Oxford, has now been approved. I have received a letter from you on the 15th of November 2016 and should have received the BRP card by now. I have completed the online form and aware that it might take up to 5 days for someone to get back to me, but have not yet received any reply back.

What my main frustration is that there is no-one to speak to in such a situation. I have an extremely urgent trip to make and I am solely dependent on the BRP card to arrive. I paid £500 extra to expedite the process and here I am, clueless about where my BRP card is and whether or not I am going to receive in the next couple of days. I have spoken to DX Delivery and they don't have anything to deliver on my address, so clearly, it is a delay on Home Office's part.

Please advise what is the best way forward in this situation.
