Brownfield Register status & emerging policy on Permission in Principle

Dear Richmond upon Thames Borough Council,
Within this FOI request I seek information as a small house builder / developer who is looking to potentially build new homes in Richmond within the next 1 to 5 years

Often the major house builders are more able to obtain finance and block the smaller developers out. I am keen to understand how I can use the governments new planning tools to obtain planning to build more homes and crucially, build the right sort of homes that are actually needed in the borough.

Questions about the 5 year housing land supply:
A1. What is the target number of new homes needed in 2018 in the borough? please split into 1 bedroom, 2 bedroom, 3 bedroom & 4+ bedroom
A2. What is the target number of new homes needed in 2019 in the borough? please split into 1 bedroom, 2 bedroom, 3 bedroom & 4+ bedroom
A3. What is the target number of new homes needed in 2020 in the borough? please split into 1 bedroom, 2 bedroom, 3 bedroom & 4+ bedroom
A4. What is the target number of new homes needed in 2021 in the borough? please split into 1 bedroom, 2 bedroom, 3 bedroom & 4+ bedroom
A5. What is the target number of new homes needed in 2022 in the borough? please split into 1 bedroom, 2 bedroom, 3 bedroom & 4+ bedroom

These questions seek to understand the boroughs position on the new brownfield land registers and permission in principle:
B1. Have Richmond council identified sufficient brownfield land suitable for housing to meet the required number of homes in the 5 year plan?
B2. Are all sites on the brownfield register deemed suitable for the use of the new ‘Permission in principle’ due to be in use in June 2018
B3. How much of the brownfield land that is suitable for housing is owned by the council or on behalf of the council?
B4. Further to question 3, how much of the land is earmarked for disposal to developers over the next 5 years?
B5. Are Richmond council planners ready to implement Permission in Principle? And how long will the target determination time for permission in principle be?
B6. When looking at Richmond emerging policy - Will permission in principle be available for other land, not included in the brownfield register?
B7. please provide the current brownfield register list.

Are Richmond council on track or off track for planning permission build out:
C1. How many homes have permission granted by Richmond council, but have not yet made a material start?
C2. Further to question C1, How many of the homes are expected to be built in the next 1 year?

What type of social and affordable housing is most needed:
D1. How many people (or families) are currently housed in emergency B&B short term housing?
D2. What is the average time spent in emergency housing before moving out into long term housing?
D3. How many people (or families) are currently on the housing waiting list?
D4. Further to question D3, please break down the social housing need into 1 bedroom, 2 bedroom, 3 bedroom & 4+ bedroom need
D5. Further to question D3, what is the average wait time for social housing broken down into 1 bedroom, 2 bedroom, 3 bedroom & 4+ bedroom need
