Brockham Well : Council and local resident communications

The request was partially successful.

Dear Surrey County Council,

A Mr Reynolds recently made a Freedom of Information request with respect to "communication between the Surrey County council and the BBC in regards to the Brockham Oil Well". The SCC response included email transcripts between Cllr Clack, a local resident, Alan Stones (SCC), Andrew Robinson (SCC), Claire Marshall (BBC).

Dear

RE:  YOUR REQUEST 16549 UNDER THE ENVIRONMENTAL INFORMATION REGULATIONS
2004

(REGULATION 9 - ADVICE AND ASSISTANCE)

We have considered your request which was for 'copies of all communication
between all SCC councillors and officers and local residents with respect
to the Brockham Oil Well sent and received since August 1st 2016.'

Your request falls under the Environmental Information Regulations 2004 as
it is about environmental information and therefore we will be handling
your request in accordance with those Regulations.

We want to be as open as possible in answering requests, and to help
people obtain the information they are looking for.  Whilst we are not
refusing your request at this stage, we consider that your request is
formulated in too general a manner. Under Regulation 9 of the
Environmental Information Regulations 2004, we are under a duty to provide
assistance to applicants in providing further particulars in order that we
may deal with such requests.

The best way that we can help you is therefore to ask you to consider
whether you could narrow down your request to focus on the precise
information that you are seeking. You could, for example:

•             browse through the material that is available on our website
and see if this would help you to identify more precise questions that we
might be able to answer

•             explain a bit more about the kind of  information you are
looking for

If you are unable or unwilling to narrow down your request we will, of
course, consider it in accordance with our obligations under the
Environmental Information Regulations 2004. However we wanted to give you
an opportunity to reconsider your request and describe more precisely the
information you wish to have.

Please note, that under Regulation 9 (4), we will have 20 working days
following the date of receipt of your revised request to reply to your
revised request unless we consider extending the deadline to 40 working
days, under Regulation 7.

Please let me know how you would like us to proceed.

Yours sincerely,

Dear James Greene EI,

I am trying to ascertain more fully who said what to whom and when with respect to the programme of work being undertaken at Brockham Well in the light of alleged concerns over adherence to permits and regulations.

It is known that one or more councillors emailed at least one member of the public about this and I wish to ascertain if there are other councillors or officers/employees that did likewise.

Given the small size of the local community and the limited number of council employees/councillors; and given my expertise as an IT professional; I feel that it should be straight-forward to collate a list of all correspondence to and from the said individuals that contain the words "Brockham", "Well" or "Angus" and if necessary extract a data sub-set thereof.

I feel that at the very least this should include any correspondence from Cllr Clack, Cllr Keith Taylor, Cllr Clayton Wellman, Cllr Claire Malcomson, Alan Stones (SCC), Andrew Robinson (SCC) and Stephen Jenkins (SCC) to members of the public with respect to Brockham Well and Angus Energy' activities in the given timeframe.

Yours sincerely,

Ade Rutter
